The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541712 the business size standard is $7 million. The period of performance will be September 25, 2008 – September 24, 2009. The Epidemiology and Biostatistics Program in the Division of Cancer Epidemiology and Genetics at NCI is pursuing a research program on the hormonal etiology of breast cancer including investigating the biological mechanisms that explain the lower breast cancer risk in Asian women compared with women in the US. The purpose of this requirement is the research by establishing studies to assess the variability in biomarkers in Asian populations, and in particular, Mongolian women given their low breast cancer rates. Establishing a study in Mongolia where currently there is little in the way of research infrastructure could be difficult. The purpose of this procurement is to collect questionnaire and biological data for a study of premenopausal hormone and protein concentrations in Mongolian women. This will be accomplished through recruiting study subjects, collecting questionnaire and biological data and delivering it to NCI, working with Mongolian authorities. Through evaluation of this information, NCI hopes to collect the data necessary to address the issue of whether Asian and in particular, Mongolian, premenopausal hormone concentrations differ by migration status. The Contractor shall: 1. Recruit Study Subjects 2. Monitor Data Collection 3. Deliver Data to NCI 4. Liaison with Mongolian Scientific and Other Authorities The Harvard School of Public Health Department of Nutrition has already successfully pilot tested many of the components of NCI’s proposed study of premenopausal hormone concentrations in Mongolian women by migration status, in the course of their own work. These include subject identification and consent, blood and urine collections, biospecimen processing and storage and shipment to the U.S. The contractor’s representative, Ganmaa Davaasambuu, M.D., Sc.D. is a Mongolian physician. In addition, she received her doctoral degree in public health from the Harvard School of Public Health. Dr. Davaasambuu and her colleagues traveled to Mongolia in August-September 2007 to meet with Mongolian investigators to discuss and promote the implementation of the proposed NCI study under separate contract. This knowledge and experience is essential to the success of this research initiative. It is a requirement of this procurement that the contractor speak Mongolian, have the ability to form collaborations in Mongolia, and have experience conducting epidemiologic studies in Mongolia. The contractor is the only known source to the NCI with access to all of these types of data. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 15, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
