- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice by the U.S. Army Intelligence and Security Command (USAINSCOM). Small businesses are strongly encouraged to respond. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this effort is W911W4-08-P-XXXX, this should be considered a formal request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular dated 12 June 2008. The U.S. Army Intelligence and Security Command anticipates the need to acquire services to dismantle equipment from a fire-damaged area, move the equipment and reassemble at the new location. This effort is not being considered as a set-aside, the NAICS code will be 332710 Machine Shops, size standard 500 people. The RFQ should be in response to the following: The contractor shall provide the following services necessary to restore the equipment to a serviceable condition. 1)The contractor shall provide rigging services to move the 11 items of machinery from the U.S. Army INSCOM Technology Application Divisions destroyed facility at 4554 Llewellyn Avenue, Ft. Meade, Maryland to their facility for the purposes of cleaning, servicing and testing. 2) The contractor shall remove to the best extent possible all rust and corrosion from all external unpainted or otherwise unpreserved surfaces such as machine ways, gibs, and tables. 3) The contractor shall check lube systems for contamination, remove any contaminated oils flush and refill with oil or other such lubricants as specified in the machines service manuals. 4) The contractor shall remove, clean, and adjust all gibs, as necessary. 5) The contractor shall apply power to the machines and test for proper operation and function of spindle drive and feed motors where applicable. 6) The contractor shall verify proper operation and function of mechanical feed clutches/devices where applicable. 7) The contractor shall prepare a report detailing the operational status and condition of each machine. This status will also include details on all defective motors and feed clutches and any other defective component. Repair of these items will be handled separately and will not be covered by this contract. 8) The contractor upon completion will spray all cleaned, exposed and unprotected metal surfaces with a light coating of LPS 3 or other equivalent protectant. 9) The contractor shall load and transport the machinery to the Technology Application Divisions new facility at 4553 Cooper Avenue, Ft. Meade, Maryland and unload and place in shop as directed. 10) Removal of the 11 pieces of equipment from 4554 Llewellyn Avenue will be completed no later than September 26, 2008. Hardinge Horizontal Mill W/Bridgeport Milling Head. All equipment must be moved by 9/26/08 from location at 4554 Llewellyn Avenue to the new facility at 4553 Cooper Ave., Ft. Meade, Maryland. Acceptance will occur at 4553 Cooper Ave., Ft. Meade, Maryland, FOB will be destination. Provisions at 52.212-1, Instructions to Offerors-Commercial will apply to this acquisition. Evaluation will be lowest price technically acceptable. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer, please indicate that the offeror has registered with ORCA. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. A pre-site visit will be required for this effort. The visit will occur at 10:00 a.m. on Friday 5 September. Potential bidders will meet Government Representatives at the Fort Meade Visitors Center, just inside the Reece Road Gate (the main gate) to Fort Meade on Route 175. Transportation will be provided to the post and the site. Please note that the site is the basement of a burned-out building, it is a hard hat area and there are some safety/environmental issues. The Government assumes no liability or responsibility for risks undertaken by potential bidders at the location. Offers are due back no later than 5:00 EST 11 September 2008.
