- The National Library of Medicine (NLM) intends to contract, on a sole source basis, with the Student National Medical Association (SNMA), 5113 Georgia Avenue, N.W., Washington, D.C. The purpose of this effort is to obtain access to a broad network of U.S. minority medical school students in order to increase knowledge about NLM online resources within the African American and other underserved communities that SNMA serves. This requirement will be processed in accordance with FAR Part 13, Simplified Acquisition Procedures (Non-Commercial). The North American Industry Classification System Code is 813920 and the business size standard is $6.5 MIL. NLM anticipates that award will be made on or about September 15, 2008. The period of performance will be for one year from date of award. The place of performance will include NIH and offsite (including contractor facility). NLM’s Division of Specialized Information Services (SIS) administers a toxicology and information program, as well as other specialized biomedical information services, such as outreach and training. Within SIS, the Outreach and Special Populations Branch’s mission states that it conducts and manages outreach programs that involve minorities and minority institutions, serves as the focal point for SIS training and outreach activities to minority populations and develops new SIS programs to reach health professionals, public health workers, and the public. Programs with the Student National Medical Association are directly related to the fulfillment of the SIS’s mission and constitute an important benefit to the public good and to NLM’s and NIH’s efforts to address the elimination of health disparities There are two major activities to be accomplished: 1. Brotherhood Alliance for Science and Education (BASE) The BASE project was developed to enhance SNMA’s efforts to recruit minority males into the field of medicine. The goal of the project is to establish a broader BASE (Brotherhood Alliance for Science and Education) to increase minority recruitment into professional careers, especially medicine. NLM supported the pilot of this project which focused on minority males in the Baltimore school system where the high school dropout rate for Black males is 76%. The pilot was conducted by SNMA members in the Johns Hopkins School of Medicine. The chapter provided academic and enrichment activities and all of the participants have experienced improvement in their school grades. NLM will provide continued support for BASE related activities and expand this pilot project to include other existing SNMA chapters. BASE participants will receive training in how to use the NLM consumer health web based resources and are encouraged to share this information with their classmates and families. 2. International Mission NLM Database Training The SNMA conducts international medical mission trips to various parts of the world. Missions have occurred in Ghana, Cuba, Kenya, the Dominican Republic and Guatamala. In most of the visited countries the students combine observational experiences in clinics and hospitals with hands-on clinical care. Also, the students participate in an educational program focused on reproductive health and HIV prevention amongst youth. Each year mission participants receive database training from the NLM. NLM will provide hands-on database training for SNMA students. The contractor shall implement these tasks with minimal direction, but in close collaboration with the government. The government shall provide the contractor access to relevant SIS and NLM information and staff. Pursuant to 41 U.S.C. 253(c) (1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302, SNMA is the only known source that is capable of fulfilling this requirement. SNMA was established in 1964 and is the nation’s oldest and largest organization focused on the needs and concerns of medical students of color. The SNMA works for improved health care services and education to meet the needs of minorities and underserved populations. Representing over 6,000 medical and pre-medical students of color, the SNMA reflects the organization’s appeal to students and professionals from many cultures. SNMA members are African Americans, Africans, West Indians, Latinos, Asians, and Caucasians who together bring a global perspective to their education and health care issues addressed within the organization. The services provided by SNMA are a necessary part of NLM/SIS’ effort to continue to further its mission. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The vendor must posses the knowledge of the programs of NLM and SNMA, must have access to a broad network of minority students in U.S. medical schools, such as the membership of the SNMA, and must provide details of education and relevant outreach experience. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 3:00 PM EDT September 10, 2008. Faxed and emailed capability statements are NOT authorized. Questions must be submitted in writing to Robin Hope-Williams at rhwilli@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
