Description
This is a solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued for this simplified acquisition. Solicitation Number rfqNB893020-8-06290 is issued as a request for quotation. The North American Industry Classification Code (NAICS) is 511130, Book Publishers. The NIST has a requirement for technical services for the following statement of work(SOW) - The Contractor shall provide Secretariat services for the International Organization for Standardization/International/Electrotechnical Commission Joint Technical Committee 1 on Information Technology, Subcommittee 17 on Cards and Personal Identification, Work Group 4, Task Force 9 on Smartcard Interoperability (ISO/IEC JTC 1/SC17/WG 4/Task Force 9) and. In agreeing to provide Secretariat services, the Contractor assumes responsibility, in accordance with ISO procedures, to manage the entire work program of ISO/TC/SC 17/WG 4/Task Force 9. Responsibilities shall include the interface with each of the twenty-four national member bodies of ISO/IEC/JTC 1/SC 17/WG 4/Task Group 9 and the development of robust working relationships to ensure the timely progression of the work of the subcommittee. Responsibilities also include expert technical guidance. The Contractor services shall also include the coordination of the organization of international plenary meetings of ISO/IEC/JTC 1/SC 17/WG 4/Task Force 9 and the preparation of meeting agendas that take into account the various National Body contributions and reflect the strategic direction of the Committee. At international plenary meetings, the Contractor shall facilitate meetings, ensuring that the policies outlined for the conduct of such meetings in the ISO/IEC JTC 1 Directives are followed. The Contractor shall prepare meeting resolutions that accurately reflect the decisions of the subcommittee and submit these resolutions to the Plenary Meeting for consideration. Following the meetings, the Contractor shall be responsible for monitoring and ensuring timely action on each of the resolutions approved during the Plenary Meeting. The contractor is required to have extensive and direct knowledge of ISO/IEC JTC 1 SC 17 WG 4 TF 9 work program. The contractor is required The ISO/IEC/JTC 1/SC 17/WG 4/Task Force 9 program includes projects on Smartcard Interoperability. The Contractor shall be responsible for monitoring initiatives and ensuring timely action to ensure that the security needs of the global community are met. The Contractor shall provide the following services: 2.1. Maintain a thorough and current knowledge of the Procedures for the technical work of ISO/IEC JTC 1 and administer SC 17/WG 4/Task Force 9 according to those Procedures. 2.2.Using the facilities of the World Wide Web, make available SC 17/WG 4/Task Force 9 documents. The preferred distribution mechanism is via http protocol software (commonly referred to as web browsers). 2.3. Establish and maintain the SC 17/WG 4/Task Force 9 web site that shall include information on structure, memberships, documents, ballots, personnel, meetings, and resolutions. 2.4. Use well maintained anti-virus software to verify that files are virus-free. 2.5 Dispatch an Executive Summary or abstract to accompany all standards as early as possible during development. 2.6. Update and perform continuous supervision of the structure of SC 17/WG 4/Task Force 9. 2.7. Perform the Secretariat's electronic document distribution responsibilities as defined in Annex H of the Procedures for the technical work of ISO/IEC JTC 1 2.8. Promptly dispatch correspondence and documents. 2.9.Provide SC 17/WG 4/Task Force 9 communication facilities by telephone, facsimile, e-mail and web access. 2.10.Oversee arrangements and facilities for services during SC 17/WG 4/Task Force 9 meetings, in collaboration with the host National Body. 2.11.Attend meetings that require the SC 17/WG 4/Task Force 9 Secretary's presence, including JTC 1 or SC meetings, or both, editing committee meetings, WG meetings, and consultation with the SC 17/WG 4/Task Force 9 Chair as necessary and be prepared to provide expert advice. 2.12.Advise the SC 17/WG 4/Task Force 9 on any point of procedure or drafting, after consultation with the ISO/IEC ITTF if necessary. 2.13.Maintain a current knowledge base of decisions by ISO or IEC Councils or TMB/CA activities that influence the operation of SC 17/WG 4 and Task Force 9. 3.REPORTING REQUIREMENTS AND DELIVERABLES DUE 3.1. Quarterly Progress Reports: The Contractor shall submit to the COTR in either electronic or hard copy format a Quarterly Progress Report that documents the following : Strategic direction and work progress of the Standardization/International/Electrotechnical Commission Joint Technical Committee 1 on Information Technology, Subcommittee 17, Working Group 4, Task Force 9 on Smartcard Interoperability (ISO/IEC JTC 1/SC17/WG 4/TF 9). Meeting schedules, agenda, minutes, and approved resolutions during International Plenary Meetings of ISO/IEC/JTC 1/SC 17/WG4/TF 9. Current action status of approved resolutions. Trip Reports. 4.INSPECTION AND ACCEPTANCE CRITERIA The COTR will monitor performance through inspection and acceptance of the Quarterly Progress Reports. 5.TRAVEL - Travel costs will be reimbursed in accordance with FAR 31.205.46, Travel Costs. For more information on applicable travel rates, see Section 301 of the Federal Travel Regulation at http//policyworks.gov/org/main/mt/homepage/mtt/FTR/ch301tc.html. Requests for unscheduled travel must be pre-approved by the Contracting Officer. 6.INVOICING- The Contractor shall invoice on a quarterly basis. If further information is required about the facilities, please refer to the NIST website, www.nist.gov. Deliverables: Quarterly Progress reports: The quarterly progress reports shall include the details of the effort, including hours spent in each activity. This report will include but not be limited to reports on any of the related activities pertaining to this contract detailing accomplishments during the specified time period. Technical Information Contact : The Technical Information Contact is : to be determined, National Institute of Standards and Technology. Place of Performance: Contractor site-NIST. Price Quote – The contractor shall submit the best potential fixed price for the above described services. Any related travel will be reimbursed per FAR 31.205-46 Travel Costs. The resulting award shall be negotiated on a fixed price basis. The award shall be made on a best value basis. The best value evaluation factors while relatively equal are listed in order of importance, include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-23. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data – General; 52.217-9 Option to Extend the Term of the Contract and other appropriate Department of Commerce clauses(See Attachment 1 to this solicitation for some additional clauses that may apply.) All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the above Performance Work Statement -“ International Organization for Standardization/Intl. Electrotechnical Commission Joint Tech/Committee Executive Secretariat Services ” and provide an electronic response to be received no later than 4:00 pm, September 8, 2008 addressed to Mario.checchia@nist.gov. It is the responsibility of the contractor to confirm NIST's receipt of quote. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. A electronic version in MS Word or Adobe Acrobat and the electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal and shall be limited to ten(10) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance for relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance providing contact individuals names and telephone numbers; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NIST's receipt of quote.
