- This is a sources sought announcement to seek potential Small Businesses vendors that could fulfill the below requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 541690 with a size standard of $6.5 million. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify capable potential small business sources for Technical Consultation Services for National Institutes of Health main campus located in Bethesda, Maryland. Based on the response to this Sources Sought, the National Institutes of Health will decide if this requirement will be set aside for small businesses, for a small business program (8a, HubZone, or Service Disabled Veteran), or done through full and open competition. The draft Statement of Work is below: Backqround In response to several Government wide laws and directives (GPRA, ITMRA, PART, etc... ) to improve efficiency and effectiveness of the Federal Government the NIH Office of Director (00) has been engaged in a multi-year effort to improve the delivery of its services to the NIH community. There are several general organizational goals that the'OD and strive to achieve: Goal 1 : Improving customer service to NIH customers Goal 2: Modify its service options and the service portfolio to keep pace with changing customer needs Goal 3: Study and improve processes to increase operational efficiency Goal 4: Reduce costs of services to customers, where possible, while maintaining quality Goal 5: Invest in the Quality of Work Life for all employees Goal 6: Analyze changes in the cost of products/services to understand why changes occur Purpose The purpose of this effort is to provide technical consultation to organizations under the 00 as well as senior management as directed by the Office of Quality Management (OQM) in the Office of Research Services (ORS) Scope of Task The contractor will provide technical consultation to managers and employees within the 00. The contractor, as required, will need to become familiar with the specifics of portfolio of services delivered by NIH 00 to be an effective consultant. Technical consulting services include, but not limited to; Scheduling Meetings, Performing Facilitations, Strategy Development, Design Data Collection Plans, Perform Data Analysis, Conduct Benchmarking Studies, Construct Process Maps, Develop and Deliver Training, Lead Meetings, Lead Projects or Studies, Develop Surveys, & Lead Focus Groups. The contractor will work closely with OQM to deliver a consistent message regarding the approach and deliverables for all projects. This request is for interested firms with the capability of providing the required work to submit a capability statement, to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set aside for any of the programs described above. Responses must reference the sources sought number 263-2008-fx-262 and include the following: (1) Name and Address of the Organization, (2) The size standard and small business program (8a, Service Disabled Veteran, HubZone) status of the company, (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractor’s existing literature on services provided and experience (i.e. pamphlets, brochures, etc.) (6) List of organizations to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of contracting officer, (7) Qualifications or resumes of any key personnel. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS September 10, 2008 at 1PM EST. Emailed capability statements are authorized, but it is up to the vendor to make certain that the email was received.
