- In accordance with FAR 5.202(a)(10), synopsis is not required for this requirement as it is "to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center". See Note 22; Authority: 10 U.S.C. 2304(c)(3) or 41 U.S.C. 253(c)(3). In accordance with FAR 5.206 Notices of Subcontracting Opportunities, the information regarding this effort is posted below. Interested sources should contact Mercer Engineering Research Center for subcontracting possibilities. Any other questions or concerns should be directed to the buyer/PCO identified below. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. The purpose of this task is to provide analytical engineering studies to support the AC-130, MC-130E, MC-130H and MC-130P Aircraft Structural Integrity Programs (ASIP) as a part of the overall Aging Aircraft sustainment effort. This program will benefit the air force by complimenting the existing generic ASIP program of the C-130 program office, and will focus on identifying and solving AC-130, MC-130, HC-130 and EC-130 specific structural integrity issues, especially those issues associated with the 30+ year age of the aircraft. Existing fatigue life predictions will be updated to reflect the current mission profiles, configuration, and usage. Generic C-130 Individual Aircraft Tracking will be complimented with more in-depth studies of the impacts on the AC-130, MC-130, HC-130 and EC-130 structures due to the mission profiles and other similar aging aircraft airframe concerns. Other as yet unknown Aging Aircraft Structural Integrity problems may be incorporated into the study as they are found during routine maintenance. The period of performance is 12 months.
