- Description
- The Office of Thrift Supervision (OTS), 1700 G Street, N.W. Washington, DC 20552 intends to negotiate a sole source purchase order with Moody's Analytics for Moody's Rating Service Single Site License for OTS Headquarters located in Washington, DC for 5 users to include the following services: Global Investment Grade Corp Research; Leverage Finance (Hi-Yield) Corp Research; Global Banking Research; Sovereign/Supranational Research; US Term Structured Finance (CDO, ABS, RMBS, and CMBS) for one year. The OTS will procure the service as a commercial item acquisition in accordance with FAR Part 12 and FAR Part 13.5. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13.105. This combined synopsis/solicitation incorporates FAR 52.212-4, FAR 52.252-2, FAR 203-1, FAR 203-3, FAR 203-4, FAR 52.222-36, FAR 52.222-40, FAR 52.222-41, FAR 52.225-3, FAR 52-232-1, FAR 52.232-8, FAR 52.233-1, FAR 52.232-33, FAR 52.243-1, and FAR 52.249-1. A separate solicitation is not available. The period of performance is 9/6/08 through 9/5/09 with 2 one-year options. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Responsible firms must submit sufficient technical documentation to establish a bonafide capacity to meet the requirement, and past performance information. Information received by 9/4/08 (by 2:00PM EST) will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral questions will not be accepted or answered. All questions must be submitted via email. This notice of intent is not a request for competitive proposals and no solicitation document is available.
