Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division seeks to obtain market research information from sources capable of fully satisfying information contained herein. The United States Marine Corps, Marine Corps Warfighting Lab, seeks a vendor to provide a Common Robotic Controller (CRC) to be used as the control station for a potential Tactical Networked Sensor Suite (TNS2) initiative. The immediate objective is to survey and assess interest from industry firms capable and interested in participating in this effort. The TNS2 is a concept demonstration initiative to use the unmanned/autonomous sensors developed and demonstrated under the SUSS, TUSS, and MOWC initiatives with other UAS, UGV, and tactically hand emplaced sensors in a networked architecture. It will also demonstrate sensor cueing and offer the user a choice of multiple sensors that can quickly and easily be chosen, configured and deployed using the CRC as a common control system. The TNS2 is targeted for USMC company, platoon, and squad operations. The CRC shall be comprised of a computing subsystem, an operator interface, a communication subsystem, and a power subsystem. The CRC shall provide a common Command and Control (C2) platform with an open architecture and standardized interface to command and control various Aerial, Ground, and Hand Emplaced sensors to include but not limited to: Aerial - Raven B, Wasp, Switchblade; Ground - Dragon Runner, MAARS; Hand Emplaced - SUSS, MAGTUSS, VISTUSS. The CRC shall communicate to other CRC's through a wireless network. The CRC shall be a self contained unit that can be worn and operated by a Marine while foot mobile. The CRC shall not weight over 8 pounds and operate for at least 2 hours before having to replace or recharge the power source. The CRC shall communicate to the deployed sensors through a communications module via a Government defined interface. STANAG 4586 and JUAS V3.3 standards shall be objective interface standards of this initiative. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of company or organization; 2) company's or organization's assertion of existing, full capability to meet proposed requirements; 3) business/contracts/marketing office point(s) of contact; 4) notification of business size and /or special status; 5) estimated delivery time for first systems from day of potential contract award; and 6) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five (5) page submission limit, plus any commercial marketing information, brochures, or web links. The submission date is on or before 31 October 2008. This market research announcement is not considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
