Description
NASA/GSFC has a requirement for expertise in support of activities relating toproject management, systems and discipline engineering as well as business and resourcemanagement of Goddard Space Flight Center. GSFC will write specific tasks to supportactivities for projects that are in pre-formulation, formulation, design, integration andtest, and operations phases. These tasks will include the use of unique expertise andfacilities that the Aerospace Corporation possesses, including the areas of radiationhardness and space environmental effects, independent technical evaluation, costmodeling, in-depth reliability modeling, performance analysis, modeling user loading forthe TDRS communications network of satellites, complexity modeling utilizing theAerospace Engineering Database (SSED), trend analyses of space mission data in SSEDs,and use of the Satellite Orbit Analysis Program (SOAP).On a non-competitive basis, NASA/GSFC intends to award a cost reimbursementindefinite-delivery indefinite-quantity contract to The Aerospace Corporation(Aerospace), a Federally Funded Research and Development Corporation (FFRDC), forservices in support of Center-wide activities to support programmatic, scientific andengineering activities for both in-house and out-of-house programs and projects for abasic period of performance of one year to Aerospace with two one-year options. Thiscontract will be used to obtain services from Aerospace only until the award of theNASA-wide contract. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. EST.Monday, September 15, 2008. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
