Description
The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather, VA 20135-2006, intends to negotiate with Communications Laboratories, Inc., for the procurement and assembly of new National Warning System equipment, and maintain, repair and refurbish existing Government-owned terminal equipment for the National Warning System. The existing National Warning System (NAWAS) consists of 61 separate multipoint private line systems, one for each of the 50 states, one for each of the ten FEMA regions, and one overall control circuit. Each of these circuits normally functions on a self-contained basis, but any combination of, or all of the circuits can be linked to transmit national warning messages. The average number of drops on the most utilized state circuits is 36, ranging from a low of 6 and a high of 96. All locations are linked to NORAD through the National and Alternate Warning Centers. The majority of NAWAS locations are in dispersed, rural locations, and local telephone companies provide most of the over 1,800 circuit links. Although NAWAS circuits are leased, the actual equipment is government-owned. The government-owned equipment provides all the network signaling and governs all circuit configurations and warning signaling using the voice channel to carry all transmissions. The Government will ship the items to the Contractor manufacturing site for repair or refurbishment. The Contractor shall repair and ship the equipment back to FEMA within 14 working days of receipt of the equipment. The Government may require the Contractor to assemble, repair or refurbish any of the following types of NAWAS terminal equipment: Model 207, Model 208, Model 209, Model 212, Model 204, Model 205, and Model 210. This National Warning System requirement is considered to be a non-commercial service. Interested persons may respond by identifying their capability to provide the required service, to include descriptive literature for their proposed service AND pricing. Responses shall be in writing and sent to the address identified above, ATTN: Mrs. Debi Foster, or facsimile to 540/542-2631, same ATTN line, or email at the address shown at the conclusion of this announcement. Responses must be received 15 calendar days from date of publication of this announcement. This notice is not a request for competitive proposals. However, all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
