- Synopsis:This is a synopsis of the Pre-solicitation Notice for commercial services. This announcement constitutes the synopsis only. The upcoming solicitation will be issued as a Request for Proposal (RFP) for commercial items under the Federal Acquisition Regulation (FAR) Part 12 and 15, Acquisition for Commercial Items. A written solicitation will issued during the week of September 2, 2008. This procurement is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with relevant experience in Record (Paper files) Conversion Services. This solicitation document will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation and Veterans Affairs Acquisition Regulations. The Government intends to award a Firm-Fixed Price Indefinite Quantity (base and 2 option years) contract. The proposed base performance period is (12 month) September 30, 2008 thru September 29, 2009. For purposes of this pre-solicitation notice, the North American Industry Classification System Code (NAICS) is 518210 with a small business size standard of $25 million. The following information is a brief description of what will be required, but is not all inclusive. DESCRIPTION OF SERVICES; The VA is procuring services to complete Document Conversion Services to convert legacy (paper) records from 207 Vet Centers to indexed PDF files and transfer that data to VA personnel. The Contractor shall perform services in accordance with the ethical, professional, and technical standards of the Record Conversion Industry. All potential sources must obtain a DUNS number and register in the Central Contractor Registration (CCR). CCR MUST is obtained before award can be made. Additionally, offerors must register on the ORCA website for online representations and certifications and be registered at Vetbiz.gov as a Service Disabled Veteran Owned Small Business. The solicitation will be made available on the Federal Business Opportunities website (http:// www.fedbizopps.gov). Once contractors have received the full solicitation package, submit offers in accordance with the proposal preparation and submission instructions with the solicitation. All questions shall be e-mailed to Timothy.Scanlan@va.gov. There will be an official question & answer period starting August 29, 2008 through September 5, 2008, 4:00 PM CST.
