- This procurement will be issued competitively as Full and Open Competition. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the FEAD Monterey Office. The Department of the Navys requirement is for a commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. The North American Industry Classification System (NAICS) Code for this project is 561730 with an annual Size Standard of $6.5 million. It is anticipated that this action will result in a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The contract term will be a base period of one year plus four (4) one-year option periods. The government minimum guarantees an award amount of $5,000.00 to the successful offeror over the full term of the contract; and will be issued during the base period of the contract. The work includes, but is not limited to, tree removal and trimming service at the Naval Post-graduate School and Tenant Organizations, Monterey, CA. This announcement shall close at 2:00 PM (PST)on 26 August 2008. The RFP will be open to participation by interested firms with specialized experience and qualifications (arborist) required by this contract. The solicitation utilizes source selection procedures with price proposal and past performance and experience information for evaluation by the Government. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 2004 for indefinite quantity estimate value per year between $50,000 and $100,000. Oral communications are not acceptable in response to this notice. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity, to qualify, discuss, or revise their proposals. Interested parties may identify their interest and capability to respond to the requirement. Large business concerns are required to submit a subcontracting plan prior to award of the contract.
