Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Getinge, USA, Inc., 1777 E. Henrietta Rd 14623-3133 as the only responsible source that can provide BLUEMMSA Surgical Ceiling Lights that is approved for use in mobile ISO shelter structures used in Navy Field medicine. Getinge Surgical lights will be used in deployed medical temporary structures in Naval Expeditionary Medical Support Command (NEMSCOM). Qty: 8 units each with Optional 8 units each. In compliance with the Ship’s OPNAVINST 4790.4D, the Defense Medical Standardization Board (DMSB), Deployable Medical System (DEPMEDS) program and the Command’s initiative to enhance Integrated Logistic Support (ILS) for shipboard applications, the only technically acceptable item which has (ILS) support is the BLUEMMSA operating room surgical lights manufactured by Getinge USA, Inc. The following are essential characteristics of the Getinge BLUEMMSA light: 1. Shall be a ceiling mounted surgical light; shall be a dual light head operating room light that has a minimum luminance of 80,000 Lux per light head. 2. The suspension arm shall rotate 360 degree in the tight constraints of the ISO shelter structure and allow for maximum head clearance in the low 7 feet 0 inches ceiling heights. The lights shall not use gas piston arm supports to hold light in position. The light shall hang down no more than 12 inches, with the lowest point of the suspension no more than 6 feet 0 inches. 3. The mount plate shall be specially designed and fabricated to allow the surgical shelter light to attach to the existing mounts in the ISO shelter ceiling. 4. The Power supply is specially designed for redundancy in the field with two transformers. The transformers shall be housed in a Nema enclosure that quickly mounts with quick disconnects for incoming power and low voltage output to the light. The Power Supply shall be designed to be quickly dismantled and packed away during ISO shelter transport. The power supply will have 110VAC to 120 VAC 60 Hz single phase incoming power and output power shall range from 24.5 VAC to 27.5 VAC. The power supply and mounting plate of the Getinge BLUEMMSA Light is specially designed to quickly connect to the existing equipment integral to the ISO shelter. 5. The light kit shall provide all necessary wiring cables and conduits to allow a quick change from the existing operating room lights to the new lights in the field. The installation manual must be specially written to detail the step by step replacement. 6. Any specialized installation tools necessary for the installation shall be included in the kit. 7. The light heads and power supply shall be protected within a MIL specified case. The light heads and transformer can be quickly disconnected and secured in the case. The kit tools shall also be stored in the case. 8. The operating light shall be a cool & shadowless reflector style system. 9. The operating room light shall maintain a natural white light, true to tissue color. The Color shall be approximately 4300 Kelvin with a Color Rendering Index (CRI) of approximately 93. 10. The operating room light shall be easy to focus and light weight when lifting the light head. 11. The operating room light shall utilize an easy access on/off switch and easy bulb assembly replacement. 12. The operating room light shall use a removable sterilizable handle to manipulate the light during surgery. The complete kit for the quick installation dual light system, Getinge BLUEMMSA, is specifically designed for Department of Defense ISO shelters and has been approved by the DMSB (Defense Medical Standardization Board) for the following reasons: 1. Main Arms Changes: The upper arm was reduced to the shortest standard arm (Typically the upper would be the longest). The Lower of the two main light arms were shortened to 27.5 inches and curved upward. These enhancements allowed the suspension to rotate 360 degree in the tight constraints of the ISO shelter structure and allowed the lights to have maximum head clearance in the low ceiling heights. The spring arm post was also shortened by 3 inches to help head clearance. The lowest point of the suspension is 6 feet 0 inches. 2. Ceiling Mount Plate Change: The mount plate was specially designed and fabricated to allow the BLUEMMSA light to attach to the existing mounts in the ISO shelter ceiling. The plate design maximizes light clearance. 3. Power Supply Change: The Power supply was specially designed for redundancy in the field with two transformers. They are both housed in a Nema enclosure that quickly mounts with quick disconnects for incoming power and low voltage output to the light. The Power Supply is designed to be quickly dismantled and packed away during ISO shelter transport. 4. Wiring conduits and connections: The light kit provides all necessary wiring cables and conduits to allow a quick change from the existing lights to the new lights in the field. The installation manual is specially written to detail the step by step replacement. 5. Tools: Specialized installation tools are included in the kit necessary for the installation. 6. Hardigg Case enclosure: The light heads and power supply are protected within a MIL specified case by Hardigg while in transport. The light heads and transformer can be quickly disconnected and secured in the case within a few minutes. The kit tools are also stored in the case. Based on the above information, it has been determined that the only technically acceptable surgical light is manufactured by Getinge USA. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339113 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
