Description
The USDA Forest Service intends to issue a negotiated Request for Quotation (RFQ) and receive proposals from interested offerors to improve or advance the development and production of Gypchek, a viral insecticide. Proposals that either enhance performance or significantly reduce cost or any other new technologies are of particular interest. Currently Gypchek is registered with the US-EPA by the Forest Service to control gypsy moth. This production will be based on the current published protocols for producing Gypchek as developed by the Forest Service (H.D.Burges 1988 Formulation of Microbial Pesticides. Pg 39 Kluwer Academic Publishers London ISBN 0412625202) although improvements in this production technology are desired. Table 3.3 Production of a technical powder (Gypchek) of gypsy moth nuclear polyhedrosis virus (LdMNPV) from in vivo culture in larvae will be included in the RFQ. For more than 20 years, the USDA Forest Service has attempted to interest private industry in the production of Gypchek. There have been several attempts to privatize but for various reasons none were productive. Gypchek has been used as an important “niche” product in the U.S. gypsy moth cooperative suppression program for treatment of sensitive areas where other control applications would have unacceptable non-target consequences. Gypchek demand from 2000-2007 was 31,000 acres or about 3900 acres/year. The current Forest Service/Animal and Plant Health Inspection Service production is the only process available producing Gypchek in the U.S. The Forest Service wishes to transfer this technology to the private sector for continued development toward maximizing production and for long term availability of Gypchek or a comparable viral product for use in government sponsored programs. The RFQ will be issued on August 21, 2008 and proposals will be due September 9, 2008. This project is full and open competition, unrestricted, no set-asides.
