- The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Orono, ME 04473 is issuing notice of intent to negotiate a sole source procurement with Amirix Systems, Inc./Vemco to provide ultrasonic transmitters and accessories. The proposed coded ultrasonic transmitters will be used to tag and track the migration of Atlantic Salmon Smolt, and continue the international monitoring of migrating fish species in identifying their associated mortality and the effect on the ecosystem. Amirix/Vemco Systems is the only known source that is 100% compatible with the existing Amirix/Vemco infrastructure equipment, data analysis software, and access database software, currently owned and operated by NMFS. The requirement is necessary to support NMFS mission to provide assistance in developing resolutions for the advancement of healthy and populated marine species for the betterment of fishing communities, healthy human consumption, and recreational engagement. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 335999. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time August 22, 2008. This notice of intent is not a request for competitive proposals.
