- The Philadelphia VA Medical Center seeks sources to fulfill a contracting need for a pilot veterans outreach project in the Philadelphia, PA, and Raleigh/Durham, NC areas. The project is a unique initiative that seeks to prompt the family members of veterans of Iraq and Afghanistan to seek information about psychiatric services in the VA for their veteran relative. Skills and experience required of the contractor will include public service campaign using various public media, the ability to develop effective branding of the project, and tracking of the responses by the target audience. Specific elements of the project include developing an effective public service message, creative and graphic design, copy writing, and production of communication tools. In addition, the successful contractor will have technical skills for, and experience in, website development, online recruitment methods, and response tracking through online and telephone-based modalities. The successful firm will have experience in developing effective recruitment messages in the areas of psychiatric disorders and delivery of healthcare services. As a pilot demonstration project, the media budget will be limited to no more than $150,000. The VA is particularly interested in identifying small business and/or veteran owned businesses that would be capable of providing the required services.
