Description
OPIC's legislative history consists of 72 bound volumes and approximately 3-4 volumes of unbound materials. The unbound materials covering 1995 - present comprise a mix of print and digitized materials. Each of the bound volumes contains a number of separate documents. The materials making up the history are primarily public laws, Congressional Record pages, House and Senate bills, hearings and reports. A small portion of the material in the bound volumes is either typescript or photocopied entries. The materials consist of volumes ranging roughly in size between 6" x 9" and 9" x 11.5". A small number of documents within the bound volumes contain a limited number of foldout pages that exceed the dimensions quoted here. Individual bound volumes range from under 200 pages to roughly 3,000 pages. The Contractor will be required to produce high quality digital images of the legislative history materials by scanning these materials, converting the digital images to text files via Optical Character Recognition (OCR) process and adding associated metadata. The digital files must be fully searchable. High quality is defined as the creation of images of a quality to act as replacement for the original if the original document is not available or damaged. The Contractor will perform continuous quality control procedures thorough out the life cycle of the project. The Contractor will be required to provide OPIC with two copies of the digitized materials: one (1) "read only" copy of the Master Archival TIFF files, all images, OCR text and PDFs and one (1) not read only of the Master Archival TIFF files, all images, OCR text and PDFs.
