Statement of Work Elephant Butte Power plant Cooling Water Strainer Replacement Aufust 07, 2008 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BACKGROUNDElephant Butte Power plant has a need for replacement of 4 duplex strainers to be used for the generator cooling water systems. The existing original strainers were manufactured by a company named Elliot. The current strainers are developing holes in the separating chamber and the walls of the two chambers are becoming very thin. Some repairs have been performed in the past, but due to the age and condition of these strainers more and more repairs are being required to keep them from leaking. completed on the strainers however these repairs are needing repair and new repairs are necessary. The replacement of the strainers would eliminate this time required for repairs and down time for the generators. Elliott model R strainers have been replaced with Tate Andale model R strainers. These units must drop into position with no modification to the existing piping. The base size and flange dimensions and elevations are critical. The Tate Andale strainers are a turn key installation, as they are exactly the same body dimensions, pipe flangeelevations and alignment as the Elliott's that are installed currently (See requirement for dimension restriction).Strainers are generally manufactured on an 'as ordered' basis, there for a spare parts list is required with the strainers. SCOPEThese strainers are used to filter the generator cooling water before it enters the generator air coolers located inside the unit air housing. The 6" cooling water pipes that enter and exit the strainers are permanently set into the surrounding concrete walls and ceilings of the gallery in the plant. The only way to move or adjust the existing pipe locations would be to use a cutting torch and then re-weld them. Much of the piping is routed very close to the concrete walls and ceiling with little to no clearance available to weld between the pipe and the concrete walls and ceiling. If any dimension is off only a fraction of an inch the pipe flanges will, not bolt up to the strainer flanges. Modifying the piping would be very costly and time consuming and should only beconsidered as a last resort. Another reason for direct replacement is that the strainers are fastened to concrete pads. Therefore if there were any modifications needed it would require jack hammering out concrete and placing a new pad. REQUIREMENTThe strainer shall be a gate valve twin basket type capable of handling water at a flow rate of 250 GPM with an approximate pressure drop of 2 psig. The strainer shall be model R Tate Andale and suitable to a working pressure of 150 psi and a working temperature of 75F. The strainer body shall be of cast iron construction with 6" flanged inlet and outlet connections and shall have multiple yoked access cover. The body shall be a low profile design with floating valve discs, wedge action seating with instant release before valve moves to eliminate scoring. The cover shall be hinged type with multiple yokes. The two strainer baskets shall be of 304Stainless Steel constructed with 118 inch diameter perforated openings. (See next page for requirements and dimension limitations) LOCATIONDelivery of the strainers should be to Elephant Butte Field Division HC 32 Box312 Truth or Consequences, NM 87901. They should be shipped by means that would not damage the strainers. PERFORMANCE PERIODThe strainers should be delivered to Elephant Butte Field Division no more than 90 days after the receipt of the contract payment. WORK HOURSNormal work hours are Monday through Friday, except federal holidays, 7:30 a.m. to 4:00 p.m. SAFETY AND HEALTH(a) The Contractor shall not require any laborer or mechanic employed in the performance of this contract (including subcontracts) to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety.(b) In addition to the requirements of the Accident Prevention clause of this contract, the Contractor shall comply with the Bureau of Reclamation "Reclamation Safety and Health Standards" (RSHS) manual. Some contracts may not contain the Accident Prevention clause, e.g., those formed under simplified acquisition procedures. Even if the Accident Prevention clause is not part of this contract, the Contractor must still comply with the Reclamation RSHS manual.(c) 1) The Contractor may obtain the safety and health standards as referenced in subparagraph(b)(2) of the Accident Prevention clause from any regional or area office of the occupational Safety and Health Administration, U.S. Department of Labor.2) The RSHS manual as referenced in subparagraph (b) above is available at the following website: http://www.pn.usbr.gov/contracts/RSHSText.pdf.(d) The Contractor shall submit a written proposed safety program in the form and time intervals prescribed in section 2 of the RSHS manual and amendments or revisions thereto in effect on the date of the solicitation.(e) In addition to any other provisions in the contract, the Contractor shall comply with all safety and material data submittal requirements contained in the RSHS manual and revisions thereto.(f)The Contractor shall maintain an accurate record of, and shall report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage in excess of $2,500 occurring during performance of work under this contract. (g) The rights and remedies of the Government provided in this clause are in addition to any other rights and remedies provided by law or under this contract.(h) In the event there is a conflict between the requirements contained in any of the safety documents referenced herein, the more stringent requirement shall prevail. GOVERNMENT FURNISHED EQUIPMENTThis is a product that will be delivered to Elephant Butte Field Division. However upon delivery a forklift and operator will be provided to unload the strainer contents. The facility does have ample turn around space for a full sized 15 wheel truck to enter and exit. LANDSCAPE PRESERVATIONThe contractor shall exercise care to preserve the natural landscape and shall conduct the operation so as to prevent any unnecessary destruction, scarring, or defacing of the surroundings in the vicinity of the work, during delivery. CLEANUP AND DISPOSAL OF WASTE MATERIALDuring delivery the contractor shall be responsible for all clean up and for disposal of waste materials or rubbish. The disposal of waste materials and rubbish shall be in accordance with this paragraph and all applicable Federal, State, and local regulations, standards, codes and laws. Also, the requirements contained in the Bureau's "Reclamation Safety and Health Standards" are applicable to clean up and to dispose waste materials and rubbish. In the event that there is a conflict between the requirements contained in this paragraph, the Bureau's "Reclamation Safety and Health Standards", and other Federal, State, or local regulations,standards, codes, and laws, the more stringent requirements shall prevail. SECURITYAll service locations under this contract are within secured areas. The COR will arrange for the Contractors entry into such areas and inform the Contractor of security procedures. The Contractor shall comply with all security procedures. The Contractor shall supply the Bureau of Reclamation with the legal names of all employees who will be working under this contract. The Bureau of Reclamation reserves the right to run security checks on such employees. If, in the judgment of the Bureau of Reclamation, any employee fails to meet minimum security requirements or proves to be detrimental to the security of the Bureau of Reclamation facilities, the Contractor, upon request, shall remove such employee from any work under this contract. SITE VISITIf necessary a site visit can be accommodated at the cost of the contractor. Elephant Butte Field Division staff will allow access to the strainers. CONTRACTOR QUALIFICATIONSThe contractor must supply Elephant Butte Field Division with all drawings and specifications to verify that the equipment will fit without any modification to existing piping. The contractor must warrantee the equipment for a period no less than 180 days. QUOTE EVALUATIONAward will be made to the contractor offering the best value to the government considering price, warranty, and past performance. Also the evaluation will be based on the ease of installation into the existing area.
