N69450-08-R-7828CLEAN AND SEAL OUTSIDE OF HOSPITAL OUTPATIENT CLINIC NAVHOSP BLDG 2268 6000 WEST HWY 98 PENSACOLA FLORIDASYNOPSIS A. General requirements.It is the general intent of this solicitation to obtain services to provide all labor, supervision, equipment, transportation materials and supplies to clean and seal the outside of hospital outpatient clinic, Naval Hospital building 2268, Naval Hospital Complex, Pensacola, FL by means of a firm-fixed price (FFP) contract. This solicitation is a Total Small Business set-a-side with an approximate release date of 13 August 2008 with a site visit date approximately on 18 August 2008.The NAICS Code for this proposed action is 561790, Other Services to Buildings and Dwellings, with the Small business size standard of $6.5 million. The Federal Supply Code is S299, Other House Keeping Services. The approximate start date for this contract is 20 September 2008. Possible Performance Period from 09/20/2008 to 10/31/2008 A.Procurement Method: Acquisition of this project will be based upon a Request for Proposals (RFP) Formatted solicitation in accordance with Federal Acquisition Regulations (FAR) part 12 requirements for ACQUISITION OF COMMERCIAL ITEMS." The specific areas to be evaluated include Price and Technical considerations, which are of approximate equal value. Award will be made to the offeror that the government determines can accomplish the requirements set forth in the solicitation in a manner most advantageous, being low price and technically acceptable to the government, considering; Experience/Capability of key personnel (Factor A), Past Performance (Factor B) and Price (Factor C).The distinction between experience and past performance is experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope and complexity. Past performance relates to how well a contractor has performed.2.Factors A and B, are of approximate equal importance and when combined, Factors A and B are of approximately equal importance to Factor C. 3. Awards can be made without discussion.4. Offers shall be evaluated in accordance with FAR part 13.106-2.B.Registration:Offeror must be registered in the Central Contractor Registration (CCR) database with a DUNS number in order to participate in this procurement. For instructions on registering with CCR, please visit the website for CCR at http://www.ccr.gov. Contractors must also be registered in the Online Representations and Certifications Application (ORCA) at htpps://orca.bpn.gov. The government intends to issue this solicitation and the amendments for this solicitation/ request for proposals (FRP) electronically by posting it on the Navy Electronic Commerce Online (NECO) world wide website at https:// www.neco.navy.mil and the Federal Business Opportunities website at http://www.fbo.gov. Vendors should register with the CCR System, and complete their online reps and certs via the ORCA website, prior to submitting a bid on the NECO site. Proposals will be due by 28 August 2008 at 11:00 AM (CDT). Amendments will be posted on the NECO website for downloading. This electronic posting will be the only method of distributing amendments: THEREFORE IT IS THE RESPONSIBILITY OF THE OFFEROR TO PERIODICALLY CHECK THE WEBSITE FOR ANY AMENDMENTS TO THE SOLICITATION.
