- NOTE: Please provide a complete technically acceptable proposal based on the current attached PWS and vendor proposal technical evaluation questions. All proposals will be evaluated using Lowest Price Technical Acceptable (LPTA) factors and the below criteria will be used to evaluate the technical evaluation. Limit proposal to 50 pages. 1. Vendor Technically Acceptable 2. Past Performance 3. Best value to the government All proposals will still be evaluated as Lowest Price Technical Acceptable and the above criteria will be used.
