Readjustment counseling, for purposes of this contract, is counseling provided by social workers, psychologists, psychiatrists, or other qualified counselors, individually and specifically directed at social, psychological or behavioral difficulties specifically related to the post-war readjustment to civilian life. A justification for other than full and open competition has been prepared in support of this acquisition. The NAICS 621330 applies with a size standard of $6.0M. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses to this notice by 2:00 PM 13 August 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be in writing to the Contract POC.
