- This is a Notice of intent to award a Purchase Order Bellew & Associates Inc, 264 19th St. NW Unit 2318, Atlanta, GA 30363-1150.This procurement is being conducted under FAR Part 6.302-1, for Other than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR QUOTATION.. All inquiries and concerns must be addressed in writing to USPFO for Tennessee Contracting Division Attn: Terri Hover, 3041 Sidco Drive, Nashville, Tennessee 37204, or sent by email to terri.hover@ng.army.mil, telephone requests or inquiries will not be accepted. Responses to this notice must be submitted by 8:00 AM CST, Friday, August 11, 2008. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The point of contact for this announcement is Terri Hover, Contract Specialist, at terri.hover@ng.army.mil. The following justification and approval is provided for other than full and open competition for this purchase. 1. This request for justification for other than full and open competition is for Heat softward and Training package purchased through Bellew & Associates Inc. requested by the DOIM of the Tennessee Army National Guard. 2. The total estimated value of this software and training package is $7208.50. 3. Statutory Authority: FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 4. Efforts to solicit other contractors have not been made as the Bellew &Associates Inc.. is the only manufacturer and training provider for HEAT Software. 5. The anticipated cost of this acquisition is determined fair and reasonable by comparison of previous contracts, W912L7_06_F-0043 and W912L7-08-F-0037. 6. Efforts were made to identify other sources of competition by searching for vendors registered under the North American Industry Classification System (NAICS) code of 423430 for Computers and reviewing the Army Small Computer Program for acceptable software alternatives. It is understood now that the Heat Software is exclusive to BAI. 7. Belew & Associates Inc. is the only responsible source available who can provide an HEAT Software and training package of this type in the United States. 8. No other sources have expressed an interest in this acquisition. 9. No actions to remove barriers to competition will be taken, as Bellew & Associates Inc is only Heat Software and training provider who can provide the needed equipment and training. 10.
