- NASA/KSC has a requirement for a three year Relex software maintenance renewalagreement for License ID# SRS4754. Relex willprovide 1) Monthly updates on the failure-rate and failure-mode parts libraries, 2)Software upgrades when available, 3) Unlimited live help desk support five days eachweek, 4) Unlimited online web-based, self-paced training classes, and 5) Unlimited accessto private instructor-led orientation webinars.NASA/KSC intends to purchase the items from Relex Software Corporation. Currently, Relexsoftware is owned by KSC and by a variety of other NASA Centers and support contractors.Maintenance is necessary to stay aligned with the other Centers for the purposes of modelsharing and collaboration of analysis capabilities. This software package is unique andthere are no known comparable software packages.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 13, 2008. Please reference NNK08263304L in any response. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are NOT acceptable in response to this notice. Allresponsible sources may submit an offer which shall be considered by the agency. Anombudsman has been appointed. See NASA Specific Note "B". The solicitation and anydocuments related to this procurement will be available over the Internet.
