- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure the following items: This requirement is for a Firm Fixed-Price contract for the acquisition of GAMIC gas detectors, calibration kits, calibration gas and batteries. This is a Request for Proposal (RFP) under solicitation number N00178-08-R-3047. This requirement will be awarded on a sole-source basis to SafeWare, Inc.; 3200 Hubbard Road; Landover, Maryland 20785-2005. This synopsis document incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-26, effective 12 June 2008, Class Deviation 2005-o0001, and DFARS Change Notice 20080721. The Federal Supply Classification Code is 6665 and the NAICS Code is 424990 with a size standard of 100 employees. Numbered Note 22 applies. DESCRIPTION: CLIN 0001: one hundred and forty four (144) each GAMIC Gas Detectors, BW GAMIC-4B, GASALERTMICRO, LEL, O2, CO, H2S, 2 AA Alkaline Batteries, Black Housing; CLIN 0002: Forty eight (48) each Calibration Kits, BW CK-Q34-4, Gas Alert Micro Calibration w/gas; CLIN 0003: forty eight (48) each Calibration Gas, BW CG-Q34-4, 34L Calibration Gas 4-Way, 25ppm H2S, 100ppm CO, 2.5 percent Methane, 18 percent 02; and CLIN 0004: forty eight (48) each AA Batteries. DELIVERY: All deliveries shall be inspected and accepted at the point of destination. The system shall be delivered FOB Destination to Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Dahlgren, Virginia 22448-5160, Attn: Code Z22/Ward. CLINS 0001-0004 shall be delivered 10-15 days after contract award. INSTRUCTIONS - The provision at 52.212-1, Instructions to Offerors Commercial applies to this acquisition. Addenda to FAR 52.212-1 Instructions to Offerors- Commercial Items: In order to maximize efficiency and minimize the time for proposal and capability evaluation, it is requested that the offeror submit a proposal in accordance with the format and content specified. The original shall be clearly identified as ORIGINAL and bear original signatures. The copies shall be complete and clearly identified as COPY. The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation DUNS followed by the DUNS number that identifies the offerors name and address. The offeror shall provide documentation that shows their current active registration in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror ineligible for award. Offerors shall include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications- Commercial Items and, with its offer. The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252.232-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Deviation) and apply to this acquisition. Offers are due no later than 2:00 p.m. EDT on 14 August 2008.
