Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make award for the provision of Educational Test Administrator services on behalf of the Federal Correctional Complex (FCC) located in Beaumont, Texas. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The anticipated date of award will be approximately September 30, 2008. The contract performance period is anticipated to consist of a base year from effective date of award through 12 months from effective date of award and will include four, 12-month option years for renewal. The contractor will provide Educational Test Administrator services for the FCC. The contractor shall make available, on a non-discriminatory basis, educational testing program services consistent with requirements of this solicitation, the rules and procedures of the Federal Correctional Complex, Beaumont, Texas, and all applicable federal and state laws shall be in effect during the term of this contract. The manner and the method in performing the tasks outlined in the statement of work are within the sole discretion of the Contractor who shall perform in accordance with professional standards and methods as outlined in the Bureau of Prisons Program Statement 5310.15, Minimum Standards for Administration, Interpretation, and Use of Education Tests as well as all procedures outlined in sections 5 & 6 of the 2002 General Educational Development (GED) Examiner's Manual. The Bureau of Prisons has the sole discretion to determine the contractor's compliance with the contract. The program shall be under the general guidance of the Education Department, and the Supervisor of Education shall be assigned to coordinate and monitor the program. The Testing Program will only be offered during the hours of 8:00 A.M. and 3:30 P.M., Monday through Friday. The Federal Bureau of Prisons (BOP) will furnish all supplies needed in the administration component of the Testing Program. These supplies include, but are not limited to, test booklets, answer sheets, scratch paper, pencils, and any forms required by General Educational Development Testing Service (GEDTS) to process the General Educational Development (GED) tests. The BOP will provide space, furniture, and testing conditions in compliance with those recommended by the GEDTS. Any necessary furniture, supplies, and/or equipment that is provided by the Federal Government will be approved for purchase by the Supervisor of Education. The BOP will be responsible for providing daily supplies, materials, and other needed resources for the Testing Program. The contractor will control, supervise, and be accountable for all government supplies and equipment, and ensure that such equipment is used only for legitimate program purposes. All supplies, furniture, and equipment will comply with institution security procedures. The contractor shall provide a program which meets the following requirements: The Testing Program shall follow all rules and regulations as outlined in BOP policy as well as those outlined in section 5 & 6 of the 2002 GED Examiner's manual. The contractor will monitor participation of inmates and report to the Education staff any infractions of institutional rules and regulations. The contractor will score all Pre-General Educational Development (P-GED), TABE, CASAS tests and provide the results of the tests to the Supervisor of Education within two working days. The contractor will adhere to all freedom of information and privacy procedures that are incorporated by the law. The contractor shall provide the following educational testing: Pre-General Educational Development (GED), Spanish Pre-GED, Test of Adult Basic Education (TABE) placement and Comprehensive Adult Student Assessment System (CASAS) certification. Testing will take place from 8:00 A.M. - 11:00 A.M. and 12:30 P.M. - 3:30 P.M for each discipline. A maximum of two (2) additional hours is allowed per testing for scoring the test. If fewer than five (5) inmates are ready for testing, the testing will be canceled. The Supervisor of Education shall notify the contractor at least twenty four (24) hours in advance of any cancellation. In addition the contractor shall provide complete General Educational Development (GED) testing. Testing will take place from 8:00 A.M. - 11:00 A.M. and 12:30 P.M. - 3:30 P.M on two consecutive days. Should fewer than three (3) inmates be ready for testing, the testing will be canceled. The Supervisor of Education shall notify the contractor at least twenty four (24) hours in advance of any cancellation. The contractor will test as needed at the Federal Correctional Institution - Medium Security, Federal Prison Camp and United States Penitentiary located with the Federal Correctional Complex - Beaumont, Texas. Educational testing services shall not to exceed more than thirty (30) hours per week. The contractor will work an estimated 1296 sessions per contract year. One session equals one hour. Sessions will be obligated by individual task orders. The solicitation will be made available on or about August 14, 2008 and will be distributed solely through the General Service Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The solicitation is unrestricted. The North American Industry Classification System code for this solicitation is 611710, with a size standard of $6.5 million. The anticipated date for receipt of quotes is September 12, 2008; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. All responsible sources may submit a quote which will be considered.
