Description
Catered meals This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation Number is W91ZRS-08-T-0009, Request for Proposal. The North American Industry Classification System (NAICS) Code is 722310; size standard is $19M. This acquisition is not reserved for small business concerns. The Government anticipates award of a firm fixed price contact. The Army and Air National Guard requires catered meals on 6 September 2008, for approximately 3500 National Guard members. An additional estimated 4000 will be made available for sale to family members and invited guests. The intended meal is a classic picnic type lunch fare, Hamburger (Lettuce, Tomato, Onion, Pickles and Condiments for Hamburgers), Hot Dog, Potato Chips, Soda, and Water, to include all paper and plastic goods. The contractor is invited to propose any other menu, as this solicitation is a "Best Value Source Selection" to be conducted in accordance with the following evaluation factors in order of importance: Past Performance, Price, and Proposed Menu. The intended menu is mentioned only to set a baseline. Price proposal shall be expressed as a per person or per meal rate. All proposals will be considered. The Government anticipates a firm fixed price, single award contract from this solicitation. Multiple awards are a possibility if advantageous to the Government. The contractor will be required to have a fully independent operation, to include Tents, Tables, grills, refrigeration trucks, chafers, ice, etc. and sufficient labor to feed all within a 3 hour timeframe. Staging areas will be provided by the Government. The contractor should as part of the proposal explain his proposed operational set-up. Offerors must make a detailed proposal of the supplies and services to be provided. Proposals will be evaluated on a Best Value judgment, and proposals should be sufficiently detailed in order to make that determination. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and all other factors considered. The following Federal Acquisition Regulations (FAR) and its supplements DFAR and AFAR provisions and clauses apply to this acquisition; 252.204-7004, Required Central Contractor Registration, 52.212-1, Instructions to Offerors -Commercial Items, 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.232-33 Payment by Electronic Funds Transfer. The Government anticipates award of a firm fixed price contract. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register to the Online Representations and Certifications Application (ORCA) website.
