Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fishers Alaska Region located in Juneau, Alaska on a sole source basis with the University of Alaska Fairbanks. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide a study to assess whether recent precipitation and reservoir inflow anomalies in Southeast Alaska are within the normal range of variability over the observational record, or whether they are evidence of a potential regime shift associated with climate change. The University of Alaska Fairbanks was identified by program office as the only source that can complete this study. The University of Alaska Fairbanks holds this specialized and unique skill set and the varied collaborative specialized expertise does not exist through any other source but the University of Alaska Fairbanks for this region. The Primary Investigators and their affiliate units of the University of Alaska Fairbanks are the sole developers of the downscaled climate projections necessary to conduct this study. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to September 30, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis is considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Alaska Region Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and be eligible to receive an award from this acquisition office, all offerors must have a Dun and Bradstreet Number.
