Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation and the provisions and clauses that are incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-16. This acquisition is a Small Business Set-aside, Size standards 100 employees. The applicable NAICS is 333721. The item is as follows: Advanced Combat Gunsight (ACOG) designed for the M16A4 weapon system 20 inch barrel. It provides the shooter with quick target acquisition at close combat ranges w2hile providing enhanced target identification and hit probability out to 800 meters utilizing the Bullet Drop Compensator. The TA31RCO (OR EQUAL)incorporates dual illumination technology using a combination of fiber optics and self luminous tritium. This allows the aiming point to be always illuminated without the use of batteries. The Tritium illuminates the aiming point in total darkness, and the fiber optic self adjusts reticle brightness during daylight according to ambient light conditions. This allows the operator to keep both eyes open while engaging targets and maintaining maximum situational awareness. Designed to the exact specifications of the military, the unique reticle pattern provides the shooter with quick target acquisition at close combat ranges while providing enhanced target identification and hit probability out to 800 meters utilizing the Bullet Drop Compensator. Characteristics are: Objective Lens 32 mm, Magnification 4 power, Eye Relief 1.5 inches. Exit Pupil 8 mm, Field of View 7 degrees (36.8 feet at 100 meter). Length 5.8 inches, Weight 15.1 ounce, Waterproof 66 feet and Tritium 0.1 curies. Quantity is 75 Each. Delivery will be to 545th Military Police Company, Bldg. 658, Ft. Richardson, Alaska 99505. The 52.212-1, Instructions to Offerors, Commercial Items, applies to this acquisition, along with the floowing addenda. Offers will be evaluated using the following evaluation factors, technically acceptable, delivery being slightly more important than price. The contract will be awarded to the Contractor that provides the Best Value to the Government. All offers must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items. the clause at 52.212-4, Contract terms and Conditions Commercial items applies to this acquisition along with the following addenda: 52.219-1, Small Business Program Representations. All offers must include a completed copy of this provisions 252.204-7004. Required Central Contractor Registration. Orders Applicable to Defense Acquisiton of Commercial Items. the following additional clauses cited in this clause are also applicable 242.225-7001. Buy American Act and Balance of payments Program (Mar 1998) 252.225-7002. Qualifying Country sources as Subcontractors the Clause at 52.212-5, Contract Terms and Conditions required to implement statutes or executive order, commercial items applies to this acqujisition. Tjhe followong additional clauses cited in this clause are also applicable; 52.222.21, Prohibition of segregated Facilities 52.222-26, Equal Opportunity, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other eligible veterans.
