- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W90TKY-8206-6000 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 314912 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-09 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Hood, TX 76544 The USA ACA Fort Hood requires the following items, Meet or Exceed, to the following: LI 001, The Contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to provide a canopy system at the III Corps Headquarters Building 1001, Fort Hood, Texas. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, commercial codes and standards, manufacturer's specifications and recommendations, and all contract terms and conditions. Specifically, the Contractor shall provide two separate canopy cover systems, identified in the performance work statement. If you are interested in obtaining copies of plans, please email Ms. Patsy Autmon at patsy.payne.autmon@us.army.mil, 1, JOB; LI 002, Installation, 1, JOB; For this solicitation, USA ACA Fort Hood intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. An organized site visit will be held at Fort Hood, Texas, Wednesday, 27 Aug 08 at 0900 CDT. Site visit sign-in will be from 0915-0930 at Bldg 1001, FORT HOOD, TX 76544. b. Participants are asked to notify the Government of their intent to attend this site visit by sending an email to Patsy Autmon at patsy.payne.autmon@us.army.mil or fax to 254-287-5354, no later than Tuesday, 26 Aug 08, at 10:00 CDT. Offeror will provide the following information in the notification: Company Name, Address, POC Name and email address or telephone number, and the number of attendees in the group. c. Fort Hood is a closed access installation. All visitors must obtain a visitor's pass at the Main Gate Visitors' Center before being allowed on post. Consequently, participants should allow at least one hour prior to the site visit for obtaining this pass. d. All offerors having questions during the site visit must submit them in writing after the site visit via email to patsy.payne.autmon@us.army.mil or fax 254-287-5354 not later than 0900 CDT, Tuesday, 2 Sep 08. Closing date for submittal of quotes via FEDBID will be Tuesday, 9 Sep 08, 1630 EST. e. Remarks and explanations made by the government representative during the course of the site visit, whether orally or in writing, shall not change or qualify any of the terms or conditions of the solicitation. This same qualification applies to the written answers provided to the questions. The solicitation can only be changed by a formal written amendment issued by Fort Hood, Directorate of Contracting.
