This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Site Visit 27 August 2008 see below Statement of work is Priority 1 and Priority 2 see below Statement of work 2 contains Priority 3 Priority 4 and Priority 5 see below Install Cross Connection and Backflow Prevention Devices Project #: JLSQ761820 5 PRIORITIES 1 AND 2 in SOW 3 4 AND 5 SOW 2 SCOPE: The work consists of furnishing all labor, materials, tools, Contractor's equipment, supplies, transportation, supervision and inspection required to Install, Inspect and Test Cross Connection and Backflow Prevention Devices in the facilities identified in this SOW and IAW the Cross Connection and Backflow Prevention Devices Survey Report conducted by EarthTech, dated February 2007.. THERE IS A PDF FILE AVAILABLE TO INTERESTED VENDORS VIA EMAIL REQUEST TO contracting@papitt.ang.af.mil LOCATION/SITE VISITS: The site visit will be at 8:00 AM on 27 August 2008. This site visit date is the only opportunity for Contractors and their Sub-Contractors to visit the site. The Government will not accept requests for individual Contractor site visits. This project is located at the 171st Air Refueling Wing, 300 Tanker Road Coraopolis, Pa. 15108-4217. Site visits can be arranged thru the Base Civil Engineering Office; Telephone (412) 776-7614 or 776-7477. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT A pre-bid conference / site visit will be conducted on 27-Aug-08, 8:00 AM local time at 300 Tanker Road, Building 205, Coraopolis, PA 15108 for the purpose of briefing on the bid requirements, answering questions regarding this solicitation and conducting a site visit. The offeror and its major subcontractors are encouraged to attend. Due to security conditions, the offeror must register to attend this conference. Email the following information for all attendees to francis.mcnulty@papitt.ang.af.mil, with courtesy copies to Chief Master Sergeant Ray Colella, ray,colella@papitt.ang.af.mil, no later than 12:00 PM local time on 26-Aug-08 for the pre-bid conference / site visit (27-Aug-08). Firm Name and Telephone Number Visitors Name and Drivers License Number Citizenship This information must be provided in advance in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Governments denial of your access to the pre-bid conference. This information will be provided to the Base Security Forces who will authorize your entrance to the installation. Visitors must pick up their passes at the Installations Main Entry Gate prior to arrival. To obtain a one day vehicle pass, you will be required to present the following information: (1) Vehicle Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you and protected under the Privacy Act shall not be released unless permitted by law and/or you have consented to such. Offeror is requested to submit ALL questions for the conference via email to contracting@papitt.ang.af.mil. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the conference shall be made available to all who attend. GENERAL REQUIREMENTS: The normal hours of operation are 0730-1600 Monday thru Friday. The field investigation and subsequent construction can be accomplished any time during these hours unless the base is closed for a holiday. Prior coordination is required. PRINCIPLE ELEMENTS OF WORK: Install Testable Cross Connection and Backflow Prevention Devices in the number 1 priority category and install or replace Un-testable Cross Connection and Backflow Prevention Devices in the number 2 priority category as outlined in Table 4-4, the Summary of Survey Recommendations provided in the EarthTech Report. Cross Connection and Backflow Prevention Devices shall be installed and tested IAW all Federal, State, Local, Air Force, and Unified Plumbing Code requirements. Contractor shall provide a Certificate of Competency for all installers, inspectors and testers prior to beginning work. All newly installed Cross Connection and Backflow Prevention Devices shall be tested within 1 week of their installation and a follow up after 3 months of service. Completion of AF Form 843/844/845/848 shall be accomplished on all new BPD after installation, repairs and testing. Forms shall be considered as part of the close out documentation. Contractor shall take all necessary precautions to protect all areas from water damage when draining and disconnecting piping. Contractor shall also coordinate any required water outage at least 24 hours in advance. Contractor shall limit any down time of equipment to what is needed to complete his work. Contractor is responsible for all field measurements, investigation and verifications prior to beginning work. Contractor shall provide disposal/recycling documentation of any materials being recycled. Documentation shall include facility licensing, weights in pounds of material, and manifests. Summary of Cross Connection and Backflow Prevention Devices Air Gap A physical separation between the free flowing discharge end of a potable water supply pipeline and an open or non-pressure receiving vessel. An approved air gap shall be at least double the diameter of the supply pipe measured vertically above the overflow rim of the vessel - in no case less than 1 inch. Atmospheric Vacuum Breaker (AVB) An assembly containing an air inlet valve, a check seat, and an air inlet port(s). An AVB cannot be under constant pressure; therefore, it must be installed downstream of any valves. Also, the AVB must be installed at least 6 inches above the highest point in any downstream piping. This eliminates the possibility of backpressure caused by the weight of the water. Pressure Vacuum Breaker (PVB) An assembly containing an independently-operating, internally-loaded check valve (CV) and an independently-operating, loaded air inlet valve located on the discharge side of the CV. The assembly is equipped with properly-located, resiliently-seated test cocks and tightly-closing, resiliently-seated shutoff valves (SOVs) attached at each end of the assembly. DC An assembly composed of two independently-acting, approved CVs, including tightly-closing, resiliently-seated SOVs attached at each end of the assembly and fitted with properly-located, resiliently-seated test cocks. RP An assembly containing two independently-acting, approved CVs together with a hydraulically-operating, mechanically-independent pressure differential relief valve located between the CVs and at the same time below the first CV. The unit shall include properly-located, resiliently-seated test cocks and tightly-closing, resiliently-seated SOVs at each end of the assembly. Dual Check Valve (DuC) With Atmospheric Vent An assembly containing a double check valve having an atmospheric vent located between the two checks. Line pressure keeps the vent closed; however, back-siphonage will open the inner chamber to the atmosphere. A DuC is not testable while the valve is installed. Notes: 1.
