Description
This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A written solicitation will be issued. The Government anticipates awarding a contract for construction equipment with operators at the Naval Support Activity in Millington, TN. Scope of Work for Hourly Equipment with Operators The work consists of supplying construction equipment with qualified operators as needed at the Naval Support Activity in Millington, Tennessee. The equipment will be used to supplement the U.S. Army Corps of Engineers, Memphis District, personnel and equipment as needed. Payment will be made according to actual hours of operation of each individual piece of equipment at the job site. Mobilization and demobilization costs will not be paid separately, but should be included in the hourly rate for each piece of equipment. Hourly rates will include a qualified operator for each piece of equipment. All equipment must be in good working order. The job superintendent will inspect all equipment to assure it meets the requirement of this scope of work and complies with all Corps of Engineers safety requirements. Any equipment found to be unsuitable will be removed from the job site and replaced with suitable equipment. Any leaking fluids from equipment will be cause to find that equipment unsuitable for use at the job site. All work on the job site will be in accordance with U.S. Army Corps of Engineers safety and quality control guidelines. All personnel must follow Navy security procedures including acquisition of security badge and/or background check before work can proceed. All contractor vehicles will require a security sticker for access to the base. No separate payment will be made for time required to acquire security badges and vehicle stickers for personnel, but should be included in the hourly rate for each piece of equipment. Contractor will be provided a minimum of 48 hours notice for delivery of specific equipment to the job site with qualified operator. All equipment operators will need to acquire security badges upon award of contract to avoid delays when needed at the job site. Scope of Work for Trackhoe This work consists of supplying one Volvo EC210B excavator (trackhoe approx. 47,000 lb. capacity), or equivalent, with qualified operator to construction site at NSA Millington, TN. Contract includes all moving, operation, maintenance and fueling of equipment. Excavator must have a bucket with at least 42 cutting width and include a thumb. Operator must have at least 5 years of experience. Work includes excavation of ditches, asphalt pavement, concrete foundations, trees, etc., placement of rip-rap and gravel, and demolition of wood and brick housing units and other work as directed by job superintendent. Scope of Work for Dozer This work consists of supplying one Caterpillar D3 bulldozer, or equivalent, with qualified operator to construction site at NSA Millington, TN. Contract includes all moving, operation, maintenance and fueling of equipment. Work includes excavation of ditches, foundations, trees, etc., placement of rip-rap and gravel, spreading backfill, and demolition of wood and brick housing units and other work as directed by job superintendent. Scope of Work for Dump Trucks This work consists of supplying up to three dump trucks, with qualified drivers to construction site at NSA Millington, TN. Dump trucks must be tri-axle with mechanical roll over tarps and must have a minimum capacity of 20 CY per truck. Each driver must have a proper commercial drivers license (CDL). Contract includes all moving, operation, maintenance and fueling of trucks. Work includes hauling of materials for excavation of ditches, foundations, asphalt and concrete pavement, trees, etc., placement of rip-rap, disposal of demolition materials from wood and brick housing units and other work as directed by job superintendent. All dump trucks must meet DOT and Navy specifications. Scope of Work for Front End Loader This work consists of supplying one Volvo L90 front end loader, or equivalent, with qualified operator to construction site at NSA Millington, TN. Contract includes all moving, operation, maintenance and fueling of equipment. Work includes moving and loading rip-rap and gravel, excavation of ditches, foundations, trees, etc., placement of rip-rap, and demolition of wood and brick housing units and other work as directed by job superintendent. Scope of Work for Bobcat Loader This work consists of supplying one Bobcat Tracked Loader, with qualified operator, to construction site at NSA Millington, TN. Bobcat must be large enough to load into dump trucks and include loader bucket, forklift, and sweeper attachment. Bobcat will be used for loading, spreading material and sweeping streets. Contract includes all moving, operation, maintenance and fueling of equipment. Scope of Work for Roller This work consists of supplying one smooth wheel roller, with qualified operator, to construction site at NSA Millington, TN. Roller must have a minimum weight of 3000 pounds. Roller will be used for compaction of backfill material as directed by the job superintendent. Contract includes all moving, operation, maintenance and fueling of equipment. Scope of Work for Backfill Material This work includes delivering clean fill dirt to construction site at NSA Millington, TN as directed by job superintendent. Contract includes all backfill material and hauling of fill material. Job superintendent must approve source of material before hauling begins. Scope of Work for Tractor with Bush Hog Cutter This work consists of supplying one tractor with 6 minimum width bush hog cutter, with qualified operator, to construction site at NSA Millington, TN. Tractor must be of adequate size to safely operate cutter. Tractor with bush hog will be used to cut grass at and around job site as directed by the job superintendent. Contract includes all moving, operation, maintenance and fueling of equipment. Basis of Bid: the following is an estimated use for each item for the contract term. There is no guaranteed minimum use of any item. Items will be used as needed to supplement Memphis District equipment needs. All items will be paid based on actual use at the job site. Estimated use may vary according to job requirements and/or if additional work is acquired during the contract period.
