US Army Engineer District, Kansas City, ATTN: CENWK-CT-C, 700 Federal Building 601 East 12th Street, Kansas City, MO 64106-2896 Subject: Section 14 Emergency Streambank Protection, South Fork Clear Creek Route FF The U.S. Army Corps of Engineers, Kansas City district has a requirement for emergency streambank protection to be constructed, under authority of Section 14, Flood Control Act of 1946. The following project will address streambank instability problems, located about seven miles northwest of Marysville in Nodaway County, Missouri. The Missouri Department of Transportation (MODOT) requested the Corps assistance to design and construct an emergency streambank protection project to address the instability and protect the Route FF bridge over South Fork Clear Creek. The project will use stone structures to protect the Route FF bridge from erosion associated with meandering of the creek. Elements to be constructed include stone dikes, stone baffle tie backs, stone toe reinforcement, and longitudinal peaked stone protection. Rock must come from a currently approved Corps quarry. This is a small project generally expected to be constructed before winter ends. The government will award a contract from this request for quotes to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price, experience and past performance considered. For evaluation purposes price, experience and past performance will all be weighted the same. The standard industrial code is 8711. The NAICS code is 237990. All responsible sources may submit an offer, which will be considered by this agency. The solicitation will be posted on or about September 15, 2008. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete online the Representations and Certifications. One must register on the Kansas City District web site in order to receive any quotations. By visiting the following web site, you may download the solicitation. The web address is https://acquisition.army.mil. Bids are due October 14, 2008 no later than 2:00 pm (central standard time). REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and certifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one soli citation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation.
