- The US Department of the Interior, Minerals Management Service (MMS), intends to award a sole source purchase order as a sponsoring Federal Agency to the Colorado School of Mines, Center for Welding, Joining and Coatings (CSM) for the following tasks in accordance with FAR 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this Joint Industry Project (JIP) is to perform field-testing on test-pipe tracks, perform field-testing of remnant magnetization strength on pipelines that have undergone the pigging process and pipelines that have not been subjected to pigging, continue further research on the science of magnetocorrosion, measurement of stress effect on hydrogen absorption, determine remnant magnetism and hydrogen content effect on cracking susceptibility and test AC corrosion models. This is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the purchase order will be awarded without further notice. A determination by the government not to compete the proposed contract on this notice is solely within the discretion of the government. Information received by the POC listed in this notice by close of business September 3, 2008 will be considered by the Government.
