Description
This procurement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service located in Portland, OR requires a contractor to provide services to gather research and analyses on the genetic structure and diversity of eulachon populations in the Columbia River. This contract will fill critical data gaps to inform NOAA's administration of the Endangered Species Act (ESA) and Magnuson-Stevens Conservation and Management Act (MSA) and assist NOAA in coordinationg with Canada abd West Coast states and tribes on eulachon managemens issues. Previous research indicates there is some degree of differentiation between Eulachon stocks returning to different estuaries throughout the entire range of the species, but it is not clearly known if differentiation occurs between spawning populations of tributaries entering into a single estuary. This contract will gather much needed research and analyses on the genetic structure and diversity of eulachon populations in the Columbia River. This contract will fill critical data gaps to inform NOAA's administration of the Endangered Species Act (ESA) and Magnuson-Stevens Fishery Conservation and Management Act (MSA), and assist NOAA in coordinating with Canada and West Coast states and tribes on eulachon management issues. The contractor shall The contractor will implement the following specific tasks: (1) consult with NOAA's NW Fisheries Science Center to develop and refine sampling design and establish sampling procedures and methodologies to afford comparison/integration with existing genetic data sets; (2) train and deploy field staff to collect samples consistent with final sampling design of task 1; (3) coordinate processing of genetic samples; (4) analyze genetic data to determine population structure and diversity of eulachon in lower Columbia River tributaries, (5) report findings and information to NOAA Fisheries. This is a simplified acquisition with an estimated value of less than $100,000. **** The Westren Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registey (CCR) as of October 1, 2003.
