Description
NAICS: 334519 Other Measuring and Controlling Device Manufacturing Agency: US Army Aviation and Missile Command (AMCOM), 5300 Martin Rd., Redstone Arsenal, AL 35898 POC: MAJ R. Michael Redfield, mike.redfield@conus.army.mil, (256) 842-9254, This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR 12.6) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. AMCOM intends to evaluate offers and award a contract without discussions with offerers. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, offerors initial offer should contain their best terms from a price and technical standpoint. All prospective offerors must be actively registered in the Central Contractor Registration (CCR). All responsible sources may submit an offer, which will be considered. The offers are due by September 02, 2008. Offerors may register online at http://www.bpn.gov/CCR/scripts/index/index.html. The solicitation consists of four Contract Line Items Numbers (CLIN 0001), Quantity: 1, Unit of Issue: 1 each, Description: Incline Impact Tester 6,000 pounds; and (CLIN 0002), Quantity: 1, Unit of Issue: 1 each, Description: Velocity Metter 1000VM standard power 120 VAC/10/60 Hz; and (CLIN 0003), Quantity: 1, Unit of Issue: 1 each, Description: Rail System to include extension and Air Cylinder to achieve 10 MPH; and (CLIN 0004), Quantity: 1, Unit of Issue: 1 each, Description: Domestic Crating. The Salient characteristics that this item must include are: payload capacity to be 6,000 pounds; 8 feet high by 8 feet wide rigid back stop (impact face); 7 feet long by 7 feet wide dolly surface area; 10 degree angle; adjustable height lifter; Easy load dolly allowing dolly to be loaded in a level position; electric or manual operational tester; positioning mechanism of dolly for desired impact velocities; complies with ISTA, ISO, MIL-STD-2073-1, and American Standards Testing Methods (ASTM) D 880, D 4003, and D 1469 (requirement for Assurance Level 1, the impact velocity shall be 7.3 ft/s (2.23 m/s) which is an addition to the Distribution Cycle 18 of ASTM D 4169); 1-year maintenance service warranty, start-up and training, 30/60/90 Day Follow-Up; Instuction Manuals two each including: Electrical drawings, General arrangement drawing or descriptive literature, Operating instruction; Safety shutdown switch, OSHA required safety features. Contract will be FFP, FOB Destination (including Shipping/Handling, Freight and Installation/start-up/training), Tobyhanna, PA., Inspection and Acceptance to be performed at Destination. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. The DFARS clause 252.232-7003, Electronic Submission of Payment Request applies to this acquisition. The contractor shall register to use WAWF-RA at https://wawf.eb.mil.
