1.How many hard copies of our proposal are required? What format is required (hard copies bound, unbound, electronic file, etc.) - Electronic2.How many copies of our demo reel are required? 5 3.if we have already completed the annual reps and certs on line @ ORCA.bpn.gov, are we exempt from completing E.9 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-- COMMERCIAL ITEMS (JUN 2008)? - you must complete this section 4.Is there a page limit for the proposal? no 5.Is the evaluation evenly weighted between Technical/Expertise & Cost (50/50)? If not, what is the weighting? 75/25 technical & expertise/cost 6.Page 36 states: "Contractor should include a per course bid." Please define "a per course bid". Per short film 7.What is the budget range for this production? Please refer to the original FBO Combined Synopsis 8.Is there a regular vendor that normally produces your documentaries and if so, who is that? No former incumbent 9.If there is a regular vendor that normally produces your documentaries, were you happy with the results and would use this vendor again? And will this vendor be submitting a proposal for this contract? N/A 10. What format do you want to shoot in, DVCAM, Beta SP, mini dv, is it up to the contractor? Up to the contractor providing a high quality web based end product. 11) How many days of shooting do you anticipate? Without this answer it is impossible to put together a budget? No set number of days. White River Junction will work to minimize the costs of travel for the interviewer and the interviewee. 12) Who is responsible for finding the interviewees? Contractor is responsible. 13) W ho is responsible for setting up when these people will be interviewed? Contractor 14) Please clarify state of the art graphics? Looking for a dynamic proposal from the contractor with modern and innovative presentation. 15) Re: 8-10 interviews, do you want your budget based on 10 interviews? A per interview type bid with a total cost based on the 10 interviews 16) Are any other interviews anticipated for this project? No 17) What player will the govt be using for the video? Windows Media or Flash Format Is it a requirement that the VA Education Specialist be on site when the shooting is done? no What VAMC White River Junction obtain and provide archival footage? What kinds of archival footage are available (e.g. battle footage, medical treatment footage, expert interviews, etc.)? no Page 33 E.7 (b): What sort of "routine physical access to a Federally-controlled facility" might there be? Since the filming is to be within 100 miles of the VAMC White River Junction and based on the proposal there is a possibility some filming may be on VA grounds. Page 34 E.8 (b): In light of the Government's request for multiple offers if necessary, please clarify "adding the total price for all options to the total price for the basic requirement." We are looking for dynamic proposal with suggestions as well. Page 35: Please clarify # 6 - "alternate methods to accomplish the goal" See above Page 35: Cost/Price - "Contractor should include a per course bid." What is meant by this? Does this mean line items? This is per documentary bid Page 35 E.9: "An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov" When looking at paragraph (b) on page 37, there is nothing to fill out. Does this mean that our online ORCA information will be accepted and we do not have to fill out any following pages (37 through 48)? AND do we need to include paragraph (b) (2) in our proposal package? Please make sure your Orca cert. are current. If your info is not available form Orca it needs to be filled out. Please clarify what paperwork of the total 48 page solicitation must appear in the proposal package? Please submit an electronic copy of the entire 48 page document, completely filled out, in order to avoid confusion and possible loss of information. Questions must be received prior to August 21, 2008 8:00 AM.
