Description
This procurement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service located in Long Beach, CA requires a contractor to performed the following services: Task 1 The Contractor shall be responsible for the performance of tasks as set forth herein, and for the preparation of products as specified in this Exhibit. The Contractor's Project Director shall promptly notify NMFS' COTRr of events or proposed changes that could affect the scope, budget, or schedule of work performed under this Agreement. Unless otherwise specified in the Agreement, all deliverables shall be provided to the NMFS' COTR. 1.1 Provide all technical and administrative services as needed for Agreement completion; monitor, supervise and review all work performed; and coordinate budgeting and scheduling to assure that the Agreement is completed within budget, on schedule, and in accordance with approved procedures, applicable laws, and regulations. 1.2 Ensure that the Agreement requirements are met through completion of quarterly progress reports submitted to NMFS' COTR by the twentieth (20th) of the month following the end of the calendar quarter (March, June, September, and December) and through regular communication with the NMFS' COTR. The progress reports shall describe activities undertaken and accomplishments of each task during the quarter, milestones achieved, and any problems encountered in the performance of the work under this Agreement. The description of activities and accomplishments of each task during the quarter shall be in sufficient detail to provide a basis for payment of invoices and shall be translated into percent of task work completed for the purpose of calculating invoice amounts. All subcontractor activities and expenditures shall be documented in progress reports. Task 1 - Deliverables 1.1 Quarterly Progress Reports Task 2 - Assemble and conduct outreach with a stakeholder advisory group. 2.1 The purpose of this task is to assemble a stakeholder advisory group (SAG). The SAG would consist of the resource agencies, regulators, regulated community and the interested public (municipalities, stormwater agencies, water districts, environmental groups, etc.) and the Regional Water Boards. The role of the SAG would be to provide feedback and advice on the development of a regional seagrass monitoring component of the IWRAP. Project staff will provide technical support to the NMFS to conduct this outreach by developing agendas and presentation materials, arranging meeting logistics, facilitating the meeting, making presentations, and summarizing the outcome of the meetings. A minimum of two outreach meetings will be held to recruit stakeholders and inform the interested public of the effort. Task 2 - Deliverables 2.1 Meeting agenda, summary, and presentation materials 2.2 List of members of stakeholder advisory group Task 3 - Compile and summarize existing data on seagrass extent The purpose of this task is to: 1) compile existing maps and geospatial data describing seagrass extent and geographic distribution and 2) facilitate the entry of seagrass project tracking data into the Southern California Wetland Tracker (www.wetlandtracker.org). These data will be reconciled to the extent possible as a seamless geospatial data layer, and summarized. 3.1 Compile existing data on seagrass distribution into a geospatial dataset. One data are compiled, produce a set of maps, appropriate metadata and a summary of extent of seagrass by estuary and/or coastal drainage and by other geographic or categorical variables of interest. 3.2 Assist NMFS project staff in entering seagrass project data into the Wetland Tracker. Task 3 - Deliverables 3.1 Digital maps of seagrass extent and geographic distribution 3.2Technical memo summarizing seagrass extent by estuary/coastal drainage. 3.3 Modified project tracking form that allows for tracking of seagrass projects. 3.4 Updated metadata describing the new geospatial dataset Task 4 - Develop recommendations for a regional seagrass monitoring component of IWRAP for southern California estuaries 4.1 The purpose of this task is to develop recommendations for a regional seagrass monitoring component of IWRAP for southern California estuaries. This includes development of: • Program goals, objectives and design to address identified management questions, • Monitoring protocols, with the input from stakeholders and consistent with other related regional monitoring efforts, • Detailed recommendations on ways to modify project-based SCEMP reporting requirements to mesh with Project Tracker and IWRAP, and • Proposed implementation plan in cooperation with relevant stakeholders. Task 4 - Deliverables 4.1 Copies of meeting agendas and summaries 4.2 Document detailing recommendations on a "Regional Seagrass Monitoring" component for the IWRAP program. Task 5 - Final Report 5.1 Submit a draft final report that summarizes the status of each task. The report will include, at a minimum, the following sections: • A report abstract; • An introduction section, including a statement of purpose and scope of the project, • A report on the status of each task and the outcome, • Proposed next steps with respect to implementation of seagrass monitoring • Appendices containing the "Regional Seagrass Monitoring Program" report completed for the project. 5.2 A final report that addresses, to the extent feasible, comments made on the draft final report by the NMFS' COTR shall be submitted within approximately 60 days after submittal of the draft report. Submit one (1) reproducible (in electronic and paper format) and two (2) hard copies of the final project report to the NMFS' COTR for review and acceptance.
