- This is a notice of intent to negotiate a contract with McDonnell Douglas Corporation – a wholly-owned subsidiary of The Boeing Company, P.O. Box 3707, 7755 E Marginal Way, Seattle, WA 98124-2499 on an other than full and open competitive basis, for the Airworthiness Testing (AWT) of the Advanced Airborne Sensor (AAS). The AWT will include the engineering and fit checks of the AAS pod on P-8A flight test vehicles and flight envelope developmental testing and certification. This effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source.” The Boeing Company, Integrated Defense Systems (IDS), is the sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A SDD airframe, and the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience and technical data that can meet the Government’s requirements on a timely basis.
