The United States Government, represented by the Department of State, is seeking application (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. YOU MUST HAVE THE REQUIRED SKILLS / ABILITIES (Item 3) to qualify for the position. STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogotá, Colombia. The purpose of this position is to serve as the Adviser for Safety for the NAS Aviation Unit (NAU) and INL Office of Aviation (INL/A); to coordinate safety direction/guidance to an oversight/evaluation of INL/A contractor and NAU safety operations activities; and to coordinate direction and oversight for contractor and host nation aviation/ground safety training/standardization. The incumbent is required to develop, coordinate, and implement aviation and ground safety programs, systems and procedures in support of counter-narcotics operations. The incumbent assists in the development and adhering to a standard operating procedure for accident investigations, and represents the INL Office of Aviation on bilateral accident. 2. STATEMENT OF WORK: A. Develops, coordinates, organizes, and implements comprehensive aviation and ground safety programs, and safety policies and procedures for NAS and INL Office of Aviation; B. Performs safety program oversight and evaluation of the contractor; C. Performs safety program planning direction and training for contractor and NAU operations; D. Provides technical direction and oversight for contractor safety training; E.Reports to the NAU Senior Aviation advisor and advises both on matters concerning flight and ground safety; F.Maintains staff liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, the U.S. Federal Aviation Administration, and host nation military and police aviation departments to keep abreast of current policies, procedures, and rules that pertain to safe operations; G.Develops a revised standard operating procedure for aircraft accident investigations, and ensures that said SOP is followed in all cases; and H.Serves as the co-chairman of aircraft accident investigation boards as directed by the Director of INL/A and NAS. 3. REQUIRED SKILLS / ABILITIES A. U.S. citizen, subject to State Department Secret level security clearance; B. Bachelor’s Degree from an accredited institution or equivalent, i.e., Associate Degree with FIVE years related experience, or 10 years related experience in the military or law enforcement, international development, international affairs, or public administration; C. Knowledge of basic office procedures, typing and basic computer skills required to use information technology and management systems; D. In-depth knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related document. Significant experience in military or U.S. civilian aviation safety programs can be substituted; however, the successful candidate must become intimately familiarized with INL safety standards; E.Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830; F.Knowledge of U.S. Industrial Safety Standards, DOD Safety regulations/procedures, OSHA regulations/procedures, DOS Safety regulations/procedures, and NTSB regulations/procedures; G.Knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level safety and flight training activities. Should have a basic knowledge of command communications, government intelligence procedures; H.Knowledge of and experience in aircraft accident investigations procedures; I.Must have experience as a military flight safety officer or the civilian equivalent; J. Desirable qualification include experience in aircraft operating/training management in a military or civil organization involved in the training and standardization of rotary-wing pilots and the tactical employment of aircraft in a high threat environment; preference will be given to candidates with such experience; K.Spanish language ability at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is highly desirable; and L.Knowledge of U.S. Government contract administration procedures is desirable. 4. COMPLEXITY The incumbent provides aviation and ground safety management and oversight of U.S. Government, and contractor safety program personnel operating in Bogotá and at multiple forward operating locations in Colombia. The incumbent develops and oversees the aviation and ground safety training programs, plans, policies, and procedures for INL/A. Coordinates recommendations from staff officers; consults with the Senior Aviation Advisor regarding ongoing projects; provides safety program guidance to NAS and contractor personnel, and oversees implementation of the overall safety program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness, and flight safety of aviation operations in support of the counter-narcotics mission. 5.SCOPE AND EFFECTThe primary purpose of the position is to assist the NAU Senior Aviation Advisor in the management of the safety function for the program. Provide oversight of U.S. Government, contractor, and CNP and Colombian Army Aviation operations in support of the counter-narcotics mission in Colombia. 6.PERSONAL CONTACTSContacts include senior officials throughout the Bureau of International Narcotics and Law Enforcement, INL/A, the contractor, other U.S. Government Federal Agencies, the U.S. Department of Defense, and CNP and Colombian Army. 7. PURPOSE OF CONTACTSContacts are for the purpose of exchanging information, consultation and assistance, cooperative programs and flight and ground safety planning. Assignments may include active participation in management-level conferences, meetings, and surveys conserving INL/A operational policies, procedures and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. 8.PHYSICAL DEMANDSThe work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. 9. WORK ENVIRONMENTThe works is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose risk to the incumbent while at these sites. 10.POSITION ELEMENTS A. Supervisory Controls: The incumbent reports to the NAS Senior Aviation Advisor who will act as the Contracting Officer’s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Senior Aviation Advisor when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. B.Exercise of Judgment:Exercise of judgment and detailed understanding of operating controls of information management systems’ hardware and all software required to manage NAS’ aviation and ground operations. C.Authority to make commitments:None. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. 12.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 13.
