- NASA/GSFC has a requirement for the following:1) Qty: 2 Description: Swing-by-Calculator (SBC) License2) Qty: 3 Description: Swing-by-Calculator (SBc) Network License3) Qty: 3 Description: Lunar Transfer Orbit Calculator (LTOC) Network License4) Qty: 2 Description: Lunar Transfer Orbit Calculator (LTOC) LicenseSBC and LOTC has a unique feature in which they can construct files that can be used asdirect input to the Satellite Tool Kit/Astrogator Module from Analytical Graphics, Inc(AGI).NASA/GSFC intends to purchase the items from JAQAR Space Engineering.The authority is FAR 13.106(b0(1) only one source reasonably available.The Government intends to acquire a commercial item using FAR Part 12.The DO Rating is DO-C9. This synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing via email, fax or mail to Candis Edwards-Duncan/CODE 210.H at NASAGoddard Space Flight Center, Greenbelt, MD 20771 (Candis.J.Edwards-Duncan@nasa.gov) notlater than 4:30 p.m. local time on 09/02/2008.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Technical questions should be submitted in writing via email no later 08/27/2008.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
