Description
ARDEC would like to setup a FAR Contract with a test site to run InsensitiveMunitions (IM) and Performance tests on both the component and systems level, and performed to the existing government and DoD performance standards, with specifications tailored to the specific test article and its developmental progress. ARDEC requires that the testing facility offers a wide range of testing capabilities, diagnostic capabilities beyond the government facilities, specialized experience and infrastructure to perform the tests safely, consistently, and expediently. The contractor will be supplied with test plans before every test. This contract is important to the success of PEO-AMMO, PM-MAS, PM-CSS, PM-CAS, PM-FCS, OSD, JIMTP, etc in order to meet the testing needs of these programs designed to expedite the transition of safer, more effective, lighter and faster weapons and weapon systems to the warfighter. The contractor shall provide directed, responsive support and infrastructure for testing and documenting Safety, Insensitive Munitions, Environmental, and Hazard Classification performance of direct and indirect fire weapons, munitions, demolition items, and components. Support for these improvement programs may encompass development and qualification assessments for: Safety and Insensitive Munitions Storage and Transportation Hazard Classification Environmental and Dynamics Performance Lethality Characterization and Comparison Live Fire of mortars, artillery and tank rounds Performance testing of demolition items IED detect and defeat testing Variable lethality analysis This RFI, including all the additional information request via amendments, is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this RFI. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. The Government is not obligated to notify respondents of the results of this RFI. Interested sources should submit their qualification data and requested information no later than 10 September 08, to JM&L LCMC Acquisition Center, ATTN: Procurement POC Courtney-Lynn Barnes (973-724-2186), Building 322, Picatinny, New Jersey 07806-5000 or email courtney.barnes2@us.army.mil.
