- It is anticipated that RFP 528-08-RP-0171 will be issued the week of August 18, 2008. The solicitation will be issued subject to the availability of funds and unrestricted pursuant to the Small Business Competitiveness Demonstration Program of FAR 19.10 as to qualifying business size for competitive responses, except that this is a cascaded solicitation to allow maximum opportunity for participation to the following socio-economic classifications (in descending order of priority): Service-Disabled Veteran-Owned Small Business(SDVOSB); Veteran-Owned Small Business(VOSB); HUBZone Small Business, and SBA Certified Small Disadvantaged Business(8a). Solicitation documents will be posted electronically a t www.fbo.gov. Work includes all labor, material, equipment and supervision necessary to replace Modify intake louvers and work on tb isolation room exhaust for Projects 528A7-08-717 and 528A7-08-719 as per specifications and drawings at the Syracuse VA Medical Center, 800 Irving Ave, Syracuse NY 13210 The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. Technical Factors when combined are equal to Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated total construction cost is between $100,000 and $250,000. NAICS code is 238220 and the small business size standard is $ 13M.
