- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ652264 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provision and clauses are those effects through Federal Acquisition Circular 2005-26. Delivery and acceptance will perform at Bethesda, Maryland. The National Institute of Drug Abuse on behalf of the National Institute of Mental Health has a requirement to purchase MRI Eye tracking System, which all participants will continue performance of motions during behavioral experiments. The specifications shall include the following 1) format-SVGA,800(x)x600 pixels, 2) refresh rate 85Hz 3) field of view 30’ horizontal, 23’ vertical, 4) aspect ratio 4;3 5) colors 16.7 million 6) Installation and 2 year warranty. The system must allow for eye tracking and gaze in 3T magnet. The system must accommodate different head sizes and eye color. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The Provision at 52.212-12, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements such as, the system must allow for eye tracking and gage in 3 Telsa magnet. The system must accommodate different head sizes and eye color, (2) ability to deliver on time and within specification, 3) Pricewill be based on Best Value to the Government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders commercial items, applies to this acquisition. The quotations are due September 4, 12:00PM EST and will be submitted electronically to Kathleen Gregory, Contracting Officer, 31, Center Drive, Room 1B59, Bethesda, Maryland 20892.
