Description
The Federal Highway Administration intends to award a sole source purchase order to Gamma Scientific for upgrades to the agency’s ART-940D auto ranging gonio-photometer. Gamma Scientific will provide several different components as follows: (1) add a fifth motor to control the deflection rod on the observer angle positioner (OAP). The fifth motor will be computer-controlled so that as the rail-mounted goniometer is moved relative to the photo-detector, the deflection rod will be adjusted to keep the photo-detector pointing at the center of the goniometer; (2) upgrade the photo-detector and the light source to reduce measurement uncertainty and permit measurement of pavement marking retroreflectivity using revised testing procedures. Gamma Scientific will also provide an irradiance standard to calibrate the detector for absolute photometry,thereby reducing the uncertainty in measuring LED signal lights and other direct emitting devices; (3) add a CCD colorimeter to permit measurement of the color of retroreflective materials (specifically, the nighttime color of pavement markings, sign sheeting and other traffic control devices) (4) provide a mounting bracket for measurement of RRPMs and for verifying the observation angle of a measurement, and; (5) provide a new version of the instrument control and data acquisition software to accommodate the new capabilities. Gamma Scientific will also provide installation and technical support for the new hardware and to insure proper function of the software. As the designer and sole manufacturer of the ART 940D auto-ranging gonio-photometer, Gamma Scientific is the only known source that can provide the hardware, software, and technical assistance for revisions, upgrade, maintenance, and operation of the instrument. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $79,665.00 and the anticipated award date is September 4, 2008.
