Description
This is a pre-solicitation notice for the following: ABU Parkas; water-resistant outerwear garment, windproof, breatheable, with a moisture wicking barrier, ABU Color, "USAF Certified" by Wright Patterson AFB in accordance with specification MIL-DTL-32517. Specification is available from http://assist.dla.mil/quicksearch Quantities are as follows: Line Item Description QTY Unit 0001: ABU Parkas; sizes range from Xsmall/Xshort - XXLarge/Long - 1,600 ea. Actual sizes and quantities to be provided in the solicitation. The delivery date is 120 days after receipt of order. FOB Destination. Request for quote will be available on or about 26 August 2008. The RFQ closing will be on or about 5 September 2008. The RFQ will be made available electronically on FedBizOpps. The North American Industry Classification System Code is 315211 and the small business size standard is 500 employees. This acquisition is unrestricted. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes: a. Technically Acceptable b. Low Price USAF Certification - Contractors or their subcontractors submitting an offer on this solicitation shall be "USAF Certified" by the 311 HWS/YACL, Bldg 63 Area, B 1901 10th Street, Wright Patterson AFB OH 45433-7605, POC Gina Rice (937) 255-6073. Offeror shall submit a copy of their current certification from Wright Patterson to be Technically Acceptable. If the offeror does not include a copy of their current certification, the offer will be automatically disqualified from further evaluation and, thereby disqualified from contract award under this solicitation. The technical qualification will be determined on an ALL (pass) or NONE (fail) basis - no exceptions. Only proposals with current certificates from Wright Patterson AFB will be accepted. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
