- SYNOPSIS FA4855-08-R-0045 XERISCAPING The contractor shall provide nonpersonal service all personnel, equipment, tools, materials, vehicles, supervision, and all other items and services necessary to provide Xeriscaping services. All work shall be accomplished in accordance with the Statement of Work (SOW) and terms and conditions of the contract at Cannon Air Force Base, New Mexico. This is a firm fixed price contract. This procurement will be awarded 100% Small Business Set-Aside. The NAICS Industry code 561730, Landscaping Services, and is defined as a concern whose average annual receipts for the preceding three fiscal years did not exceed $6.5 million. Request for proposal will be tentatively issued on or about 25 August 2008 using Fed Biz Ops with Receipt of Proposal (closing date) on or about 02 September 2008. A pre-proposal conference/site visit is scheduled for 25 August 2008 at 1:00 pm MST at the Visitors Center, Cannon Air Force Base, NM 88103. Transportation on base will be provided. Arrive at visitor's center at least 30 minutes to 1 hour before the start of the site visit for processing. Max of 2 people for each prime company may attend the site visit. Provide names and Social Security Numbers of personnel who will be attending the site visit no later than 22 August 2008 for base passes. Design Area Pictures will be given to interested parties at time of site visit. Contractor is responsible for measurements. Contractors are encouraged to submit more than one Xeriscape design. For purpose of award, offers will be evaluated based upon the following factors, listed in descending order of importance: (1) Design, (2) Past Performance and (3) Price. For evaluation purposes, Contractors submitting proposals are required to include not less than three (3) verifiable previous southwest landscaping projects performed in the last five (5) years. Past performance information shall be used in evaluation for award and should include sizes of projects, points of contacts and locations. Past performance will be evaluated using the following criteria in equal order of importance: customer satisfaction, quality, and management. Price will be evaluated for realism, completeness and reasonableness. Past performance and design factors will be considered more important than price. Offerors are cautioned that award may not be made to the Offeror submitting the lowest price. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Therefore proposals should be submitted in the most favorable terms from all evaluation factors.
