- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation number is RFQ and solicitation is issued as request for quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute of Neurological Disorders and Stroke has requirement for Stand Alone Wall Mount Environmental Monitor. The contractor shall supply the following: 1) Stand Alone Wall Mount with a turnkey, 2) 19 inch touch screen, surface mount only, 3) Node Back box for surface mounted units, 4) Multiplex remote with a 16 Input expansion panel with RJ45 connectors (can handle a total of 1000 mA sensor load when using HUM-BAT-BACK),5) Temperature Probe-Type 2-15 to +60 Degrees C,, 6) Temperature Probe-Type 3-50 to +10 Degrees C, 7) Temperature Probe –Type 4 -80 to -10 Degree C, 8) Modular cord assembly w/RJ45 Plug, 9) Voice messages, 10) Windows Software Map, 11) Validation kit, 12) Terminations wires installed by others, program system, and training, 13) Warranty The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements for monitoring freezers, (2) Ability to deliver on time. (3) Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. The quotations are due September 3rd, 2008 12:00 PM Est and will be submitted to Kathleen Gregory, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
