- The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) intends to award a sole source contract to Central Parking System Inc on the basis of other than full and open competition under the authority of FAR 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The sole source requirement is to provide 100 indoor unreserved parking spaces with 24/7, 365 days a year access for government employee vehicles. The Government has determined that Central Parking System Inc. who owns and operates 1280 Maryland Ave., SW, Washington, DC 20005 parking garage is the only company capable of providing this service due to the limited sources of parking spaces within a close vicinity of the required work location. Close proximity parking is necessary due to physical limitations of employees and security reasons. The period of performance for this service is for one basic year plus four option years. The new ICE HQ office buildings are located at 500 12th St., SW Washington, DC and the Central Parking Systems, Inc garage is located within a one block distance of that location. The Government intends to negotiate solely with Central Parking System Inc. Notwithstanding, any firm that believes it is capable of meeting ICE’s requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. This notice satisfies the requirement of FAR 5.203 for publicizing contract opportunities and is not a notice for receipt of competitive quotes. Responses must be emailed to: Chris.Young@associates.dhs.gov at DHS, ICE Office of Acquisition Management (OAQ), no later than August 29, 2008. All feedback received will be taken into consideration; however, the agency reserves the right to not utilize the comments or any other information provided. This notice in no way obligates the Government award any purchase order. ICE is not responsible for any costs incurred by responses to this notice.
