Description
A sources sought notice is being published by the U.S. Army Intelligence and Security Command (USAINSCOM). The U.S. Army Intelligence and Security Command anticipates the need to acquire an integrated system that will track the number of emergency incidents that are reported thru an emergency management incident handling system. The contractor shall provide personnel, hardware and software, network planning and services, information/data management, and integration of said functions necessary to provide the an integrated system that will track the number of emergency incidents that are reported thru an emergency management incident handling system. Support will also include installation, translation, maintenance, information system engineering, Support shall include ongoing telephone technical support of designated system to Afghanistan (as an option). Of importance during the operation of the system is to be able to track the IEDs, locations of explosions within the city and be able to distinguish between other types of emergencies that will be routed to other centers. System shall be able to receive and send such incidents. Software must be web-based. The contractor shall provide qualified personnel that will be able to install, and train personnel on the system that is translated in Pastu. Personnel to be trained will be a combination of both Afghanistan National Army (ANA) as well as ISAF personnel. Equipment will be installed in Afghanistan (turn-key) by contractor. System must be modular, and if need be, be flexible enough to expand based on site locations and incident traffic. Based on the information provided, interested firms are requested to submit a response in the form of a capabilities statement of no more than five (5) pages (on one side, 8 by 11 size paper, 12 point Arial font). The capabilities statement must provide a cover memorandum stating their business size (small or large; if small, provide detail on category, e.g., small women-owned, 8(a), etc.) and whether they can provide all of the requirements listed in this notice. A written response is required. Send the written response postmarked no later than 26 August 2008 to: HQ USAINSCOM, DIRECTORATE OF CONTRACTING, ATTN: IAPC-DOC (Robert Jones, Contracting Officer), 8825 Beulah Street, Fort Belvoir, VA 22060-5246. The release of this notice in no way obligates INSCOM to release a RFP or make an award of any type.
