Description
The Centers for Medicare and Medicaid Services (CMS) intends to negotiate with only one responsible source, Interindustry Economic Research Fund, Inc., P.O. Box 451, College Park, Maryland 20740, using Simplified Acquisition Procedures at a firm fixed price, for a two year subscription to LIFT 2085 and a LIFT software license. Inforum-LIFT is uniquely qualified for three reasons: (1) Through previous work under contract to CMS, the LIFT model has been modified to specifically address OACT requirements. These modifications include those required to develop long term (75+ year) projections. The capability to analyze detailed industry behavior over the long term is a capability unique to LIFT. (2) In addition, the LIFT framework permits the user to replace LIFT equations with user specified equations and/or override the models equations or exogenous assumptions. CMS has already invested considerable time in learning how to use this capability. Again, this feature (that is, the ability for the user to override the model equations in the context of a long term projection tool) is a feature that is unique to LIFT. (3) Inforum economists have worked closely with CMS staff for several years on various long term forecasting projects. As a result, Inforum economists have a detailed knowledge of CMS programs and projects which would be difficult if not impossible to replace. The Government intends to negotiate with only one responsible source pursuant to the authority of Part 6 of the Federal Acquisition Regulation. Therefore, this notice is not a request for a submission. However, interested parties may submit a description of their capabilities to perform within 5 days of this notice and the submission will be considered.
